所谓“一元购”，即用户最少可以花一元获得一个抽奖大额商品的机会，这些奖品包括价值数千元的手机、几万元的金条甚至几十万元的轿车和几百万元的商品房。多数“一元购”平台提示，投入越多，获奖的概率越大。很多网民为了博得高价值奖品，一次投入上千元甚至上万元。

由于购买方便，开奖速度快，加上高回报的诱惑，一些网民很容易对“一元购”这种模式上瘾，沉溺其中。

除了溢价销售，“一元购”开奖的公开公平性也无法得到保证。尽管多数平台都宣称“100%公平公正，整个过程是完全透明”。还有的平台宣称中奖规则引入不可控的外部数据，通过相关公式算出。但专业人士表示，这不过是平台的一家之言，特别是一些小平台，存在暗箱操作的可能性。

还有不少平台在推广“一元购”时宣称这是一种“众筹”，对此浙江腾智律师事务所合伙人夏家品表示，一般的“众筹”都有一个共同的产品或项目，投资运作产生的实物或利润作为参与者的回报。“一元购”运作模式与众筹完全不同，用户购买的只是抽奖的机会，这类行为在民法上属于射幸行为。在中国，此类行为是需要行政审批的，未经审批涉嫌非法经营。
浙江省公安厅网警总队相关负责人在接受记者采访时表示，警方已经开始关注“一元购”的情况。“抽奖式购物”经营过程缺少监管，如出现通过调整电脑数据控制中奖率及中奖对象等情况，就涉嫌违法犯罪。
