　　中新网北京1月7日电(记者 周锐)中国国家粮食局副局长徐鸣7日在中国粮食流通工作会议上表示，在粮食安全方面，国家粮食局将强化底线思维，牢牢守住四条底线，及时有效化解行业风险。

　　一是确保不发生大面积“卖粮难”。无论怎么改革，都不能影响粮食的生产能力，尤其不能出现大面积“卖粮难”，挫伤农民种粮积极性，这是保障国家粮食安全的重要底线之一。

　　徐鸣透露，官方将按照完善小麦、稻谷最低收购价政策的要求，抓好政策落实。强化玉米等市场化收购的监督检查，积极引导多元主体入市收购，坚决打击任何形式的坑农、害农行为，确保粮食卖得出、卖得好，全力维护好农民种粮积极性。

　　二是确保储粮安全。这是粮食行业“看家”的业务，如果储存的粮食都看不住、管不好，一切都无从谈起。

　　徐鸣指出，现在粮食系统负责管护的粮食规模之大，前所未有。要强化库存安全监督检查，层层压实安全储粮和安全生产责任，既要做到安全储粮，又要确保安全生产，坚决避免发生大的粮油储存事故和安全生产事故。

　　三是确保质量安全。让老百姓吃得安全、吃得放心，不出现大的粮食质量安全风险，是粮食工作的一条重要底线。

　　徐鸣表示，国家粮食局将按照从田间到餐桌全过程、可追溯管理要求，完善粮食质量安全检测体系，加强对粮食流通各环节的质量安全监管。推动建立污染粮食处置长效机制，做好不符合食品安全标准库存粮食的处置工作，严防流入口粮市场。

　　四是确保不断档脱销。粮食供应形势再好，也不能掉以轻心。要加强市场监测和跨区域调运，坚决防止出现局部供应紧张和价格大幅上涨。

　　徐鸣表示，国家粮食局将进一步健全应急供应机制，完善应急供应网络，落实成品粮油储备，充分做好粮油应急准备工作，确保关键时刻靠得住、调得动、用得好。(完)
