四川新闻网成都1月9日讯（记者 雷兹）一名科长，屡屡贪贿不知收敛，短短几年时间，伙同他人贪贿所得竟高达1500余万元，成为“小官大贪”的典型案例。2017年1月4日，人民检察院案件信息公开网发布消息，2016年11月11日，经四川省人民检察院成都铁路运输分院指控，时任成都铁路局职工教育处职工教育科科长骆玲，被成都铁路运输中级法院以贪污罪、受贿罪判处有期徒刑十一年，并处罚金人民币一百万元。据了解，为查明骆玲一案案情，检方侦查人员曾多次往返川黔渝三省市，对30余家单位、400余名证人展开了取证工作。
屡贪不止 科长利用职务便利套取公款数百万
根据通报，被告人骆玲，女，1963年出生，汉族，成都人，大学本科文化，系原成都铁路局职工教育处职工教育科科长。资料显示，骆玲于2009年3月起担任成都铁路局职工教育处成人学历教育科科长，2012年8月起担任该处培训管理科科长。任职期间，骆玲主要负责职工学历教育、高职生岗前培训、特种作业人员培训和与职工学历教育有关的教材编审、课件制作等工作，以及负责各个站段职工教育管理与考核、职教经费使用管理等工作。
经查，2010年上半年，被告人骆玲与成都市技师学院新闻宣传中心主任陈航（已另案处理，获刑9年）等人商定，利用骆玲经办成都铁路局职工成人中专学历培训业务的职务之便，将培训业务交由陈航个人承办，并套取成都铁路局的教育培训经费共同私分。
其后，陈航通过联系成都市金牛区新明综合素质学校（后更名为成都市金牛区新里程培训学校，以下简称新里程学校）、成都市金牛区晨光培训学校（以下简称晨光学校）为骆玲承办成人中专培训班过账，并提供空白合同和虚假财务发票，骆玲根据陈航提供的培训费报销材料填制报销手续，在成都铁路局培训经费中报销。被告人骆玲和陈航等人通过虚列培训学员的住宿费和培训学费，在2010年至2013年成都铁路局成人中专学历培训中套取公款共计387万余元。
检方还查明，在2012年至2014年成都铁路局特种作业人员安全技术培训中，骆玲利用个人职务之便，和陈航通过虚列培训学员的学费天数、虚增培训学员人数及虚列培训费用名目，套取公款共计455万余元。
“小官大贪” 涉案1500余万元获刑11年
此外，检方还查明，2011年到2014年期间，骆玲利用其担任成都铁路局职工教育处成人学历教育科科长、培训管理科科长职务上的便利，在成都铁路局高职生岗前培训、成都铁路局培训教材印刷、成都铁路局培训课件制作、安排成都铁路局有关单位部分职工到成都市工业职业学校进行网络学历教育培训中，套取公款、收受招生奖励款共计670余万元。
2015年2月27日，被告人骆玲在案发前向成都市工业职业学校退回招生奖励款19.6万元；2015年5月19日、22日，被告人骆玲的亲属向成都铁路局纪委分别上缴赃款60万余元、162.5万元。
据介绍，骆玲等人贪污、受贿案，系四川省人民检察院成都铁路运输分院建院以来办理的涉案金额最大的贪污犯罪案件，被告人骆玲系典型的“小官大贪”，在其任职期间，伙同他人贪污公款共计1500余万元。
办理该案的检察人员介绍，在办案过程中，侦查人员足迹遍布川黔渝三省市，对30余家单位、400余名证人展开取证工作。2015年5月26日， 经四川省人民检察院成都铁路运输分院决定，骆玲因涉嫌贪污罪、受贿罪被成都铁路公安处刑事拘留，2015年6月10日，经四川省人民检察院批准，被告人骆玲被成都铁路公安处执行逮捕。
2016年11月11日，成铁中院依据成铁分院的指控，判处骆玲有期徒刑十一年。至此，这起惊动一时的“小官大贪”案成功办结。
