　　扬子晚报讯（通讯员 苏宫新 记者 于英杰）根据中国公安部授权，江苏警方13名民警组成第五支赴南苏丹维和警队，派驻联合国南苏丹维和营地，去年12月27日，他们圆满完成为期1年的维和任务顺利返苏。1月10日，江苏省公安厅在南京为这支维和警队举行凯旋暨表彰仪式。

　　2015年12月26日，应联合国请求，中国公安部向联合国南苏丹维和任务区派出第五支维和警队。经中国公安部授权，第五支赴南苏丹维和警队由江苏警方负责组建，这也是江苏受中国公安部派遣组建的第二支整建制的维和警队，13名队员分别来自南京、无锡、徐州、苏州、常州、淮安、扬州、泰州等地。

　　经过培训后，2016年12月，他们从南京出发前往南苏丹。在圆满完成1年的维和任务后，除张忠付和张策两名队员因工作需要延期至今年3月下旬回国外，其余队员已全部返回江苏。

　　难民营里有人拿着手榴弹威胁维和队员

　　在现场，维和队员们讲述了他们的惊险经历。面色黝黑的薛强是扬州市邗江公安分局副局长，曾于2005年、2008年前往利比里亚与苏丹执行维和任务。这次去南苏丹，是第三次维和之行。经验丰富的他被任命为维和警队的队长。

　　“我们的任务不光是保护平民安全，还有培训、监督和指导当地警察执法，协助联合国开展人道主义救援等。”薛强说，他们负责的难民营人数超过4万人。那边语言、风俗、饮食、环境什么的都要适应。“当地卫生条件差，让你受伤的可能不仅仅是子弹，而是一些疾病和毒虫等。常见的是疟疾，有3名队员得了疟疾，好在治愈了。在当地生存，你连苍蝇都要格外小心，只能赶，不能打，如果把苍蝇拍死，流出的毒液会腐蚀皮肤，治不好就麻烦。”

　　南苏丹复杂的政治和种族矛盾，往往给维和带来意想不到的危险，即便在难民营也有流血冲突的可能。薛强说，难民营里两个小孩因做游戏打架，导致双方家长介入，到后来逐渐演变成两个不同种族的斗殴，结果导致1人死亡。到后来，双方发生了更严重的冲突。薛强和战友立即与其他国家防暴队一起进入难民营控制事态，并搜缴管制刀具和枪支弹药。

　　没想到，此时的维和队员突然遭遇威胁。一名男子手持手榴弹向他们冲来。情势万分危急，薛强和战友杨烁做好战斗准备，大声用英语喝止对方。见对方没有攻击行为，两人赶紧让其将手榴弹丢下，并立即呼叫增援。附近的尼泊尔防暴队随后赶来，联合国拆弹小组也赶到排险。侦查犬搜到三颗手雷。

　　张亦林是苏州市公安局公交分局副局长，是苏州历史上第一名维和警察，也担任了这支维和警队的副队长，负责与联合国维和机构的联络和翻译。2008年1月18日，张亦林曾在东帝汶执行过为期1年的维和任务。所以，对这次去南苏丹可能遭遇的困难，他事先有着心理准备，但现实的残酷依然超出了预想。

　　张亦林说，维和警队驻扎在联合国南苏丹营地，平时他们的身份依然是警察。可是，驻地正好处于政府军和反政府武装中间，所以，当2016年6月当地爆发大规模武装冲突之后，被夹在交火双方中间的维和警队，一下子陷入危险境地，子弹、炮弹甚至武装直升机就在他们头顶上飞。最激烈的是7月8日至11日，南苏丹政府军和反对派武装都动用了火箭弹、迫击炮、坦克、直升机等重武器，在首都朱巴展开了激烈的拉锯战，炮弹就在附近爆炸。

　　张亦林清楚地记得，最危险的一天是7月9日下午，他和战友们正在营地指挥部忙碌，突然一发炮弹落在维和区内爆炸，距离他们不到20米，爆炸的气浪当场把他和战友们从凳子上掀翻了下来。但是，大家冒着危险始终坚守岗位，从未离开过。

　　在南苏丹执行维和任务的这一年里，薛强、张亦林和战友们经历了当地的三次武装冲突。最牵挂他们的人，莫过于在国内的亲人。“7月份爆发的那次武装冲突，我们三天三夜不敢合眼，也知道家人和单位领导、同事很担心，可南苏丹营地那边的联络信号非常差，微信不能天天刷。”张亦林说，只有空下来的间隙，通讯信号忽然有了，战友们才赶紧刷个朋友圈，发个动态向家人报平安。
