　　2015年9月2日7时许，南京栖霞警方接到群众报警称，马群地区金马路一小区一户居民家中被盗，损失现金1300余元。

　　经勘验发现，犯罪嫌疑人采用的是夜间攀爬入室盗窃，此作案手法与南京市鼓楼区、玄武区等地发生的多起案件极其相似。经过技术分析比对后，锁定了有犯罪前科人员吉克尔曲。

　　吉克尔曲，男，彝族，1982年8月26日出生，户籍地四川省凉山州。民警认真梳理发现，自2012年以来，吉克尔曲先后流窜至江苏南京、苏州、无锡及浙江湖州、上海等地疯狂作案，涉案57起，总涉案价值高达数十万元。

　　2016年，吉克尔曲被江苏省公安厅列为重大“盗抢骗”犯罪在逃人员进行督捕。同年12月，中国公安部将吉克尔曲列为A级逃犯进行通缉。南京市公安局组织专案组，全力实施抓捕。2016年12月15日，四川凉山州警方传来消息，当地刑侦部门发现吉克尔曲藏匿在美姑县某地的确切位置。16日凌晨，吉克尔曲被专案组民警抓获后，交代了部分犯罪事实。

　　在中国公安部A级通缉的10名重大“盗抢骗”犯罪在逃人员中，江苏警方还抓获了排名第四的韦海恩，其带领的多人作案团伙流窜至六省20市，疯狂盗窃在校大学生的手机，作案多达250余起。

　　2016年10月以来，徐州市中国矿业大学、江苏师范大学、徐州医科大学等院校连续发生多起在校学生手机被盗案件。案发后，徐州警方经研判确定系同一伙嫌疑人所为，并先后抓获六名犯罪嫌疑人。经审查，专案组又明确了韦海恩等盗窃团伙成员的身份。去年12月12日，该案被中国公安部挂牌督办。12月13日，中国公安部发出A级通缉令，将韦海恩列为中国十大“盗抢骗”犯罪在逃人员。12月23日，韦海恩被抓获归案。

　　韦海恩，男，壮族，1991年2月8日出生，户籍地广西武宣。韦海恩盗窃团伙共有成员十余人。该团伙成员之间时分时合、交叉结伙先后流窜至江西南昌，贵州贵阳，河南郑州，湖南衡阳、常德、邵阳、赣州、益阳，广东佛山，江苏徐州等六省二十市数十所高效，专门盗窃在校大学生手机，涉案250余起，其中韦海恩涉案70余起。
