新华社长沙1月14日电（记者史卫燕 陈文广）经过3天庭审，湖南省宁乡县人民法院13日对由湖南省公安厅、省环保厅联合督办的跨省非法处置240吨危险废物的“3·9”特大跨省环境污染案进行当庭宣判，斩断了一条横亘于湖南、江西的非法处置危险废物链条。据悉，该案被列为中国公安部第二批环境污染类督办案件。
2016年3月7日凌晨，宁乡县灰汤镇洞庭村村民向该县环保局举报，附近一条县级公路边出现一批蓝色塑料桶，里面的黑色液体正向外泄漏，并散发着刺鼻的恶臭。宁乡县环保局派出执法、监测人员赶至现场，发现86桶刺鼻、恶臭的液体废物。经抽样检测，液体废物PH值小于2，属于强酸。根据勘察情况，现场蓝色桶装的危险废物总重约24吨，已远超3吨的刑事立案标准。环保部门立即联系当地公安机关，随后公安机关立案。
经查证，2015年8月以来，原湖南岳阳天顺化工有限公司股东郑某某、湖南大洋溶剂化工厂经营者葛某某，为节省处置费用，非法多次将总重240余吨危险废液（均为生产农药中间体的化工厂废液）交给不具备危废处置资质的彭某某个人进行处置。彭某某通过易某某等，再将这些危险废液交给湘、赣等地“下线”进行非法处置。在没有办理任何手续的情况下，将这些危险废液运往湖南省宁乡县、衡山县、长沙县、湘潭县、沅江市和江西省分宜县等地的偏僻农村，部分化工残夜已被非法焚烧，严重污染环境。
法院经审理认为，被告人彭某某等10人违反国家规定，非法处置危险废物3吨以上，严重污染环境，一审以污染环境罪分别判处10名被告人有期徒刑二年七个月至六个月，并处罚金35000元至3000元不等。
