　　从2002年起，张文先后担任邻水县地税局和财政局一把手。无论是在地税局，还是在财政局，工作性质决定了他经常和各类商人打交道。

　　从开始接受小恩小惠，发展到一发不可收拾，均因其心理失衡造成。在张文看来，自己虽然掌握着全县的财政大权，但自己一个月的收入还不及老板们的一顿饭钱，他觉得太不公平了，期望自己也能成为富翁。有了这种想法后，张文开始与一些商人越走越近，与他们合伙投资。但是，仅靠他以前微薄的积蓄远远不够，为了迅速积累资本，张文便愈加放纵自己，对送礼者来者不拒，在担任邻水县地税局长和财政局长期间，他收受贿赂的对象多达120余人，次数多达300余次，金额高达800余万元。

　　他还滥用职权违规处置国有资产为自己谋利。2002年，张文担任邻水县地税局长期间，邻水一房地产项目欠税高达2000余万元，张文不仅不按照税法规定采取拍卖房产抵缴税款等措施，还直接指示邻水县直属税务所对该项目放松监管。长时间拖欠税款后也未按规定收取滞纳金，致使国家仅税收滞纳金损失就超过800万元，而张文自己却从中获取了好处费100余万元。

　　家族上阵，经商入股齐发财

　　在邻水，无论在政界或商界，张文都有一定的影响力。一些乡镇党委书记、乡镇长想调动工作，会找张文想办法；不少企业老板资金困难，也会找张文借钱或邀请他入股合作，仅查证清楚的就有20余人。

　　在10余年的一把手工作经历中，“商人”的身份一直伴随张文。他本人先后涉足煤矿、房地产、工程建设等领域，从中获取巨额财富，成为邻水的“商界名人”。同时，在他的影响下，其亲属大多来邻水工作或经商，并利用其职务便利和影响大搞权力寻租，在当地影响恶劣。其大姐利用其地税局长的职务便利，长期兼职税务代理、二手房代理等，从中牟取暴利；其表弟利用其财政局长的职务影响，长期插手财政资金项目的招投标，中标大量项目后再加价转手，从中牟取暴利，仅查实的就达400余万元。

　　2013年，张文以干部职工活动补助、职工生日、慰问职工父母等名义，违规拨付财政资金15万余元给财政局工会，用于向财政局干部职工发放补贴、福利和购物卡。

　　被组织调查后，张文才真正意识到“一切都是浮云”“唯有享受天伦之乐才是人世间最美好的生活”。移送司法机关时，张文发出了深深的感慨：“要想当官，就不要去发财，要想发财，就不要来当官，鱼与熊掌不能兼得。”

　　2015年8月，广安市纪委给予张文开除党籍、开除公职处分。目前，检察机关已依法对张文涉嫌犯罪的问题提起公诉。
