大熊猫“母女”因病去世

“‘帼帼’和‘花生’突发的分别是两种不同疾病，两者之间并没有直接关系，但不巧的是在差不多同样的时间发病。”上海野生动物园工作人员表示，具体发病原因是否与吃错东西有关，还需要进一步研究。
目前，中国大熊猫保护研究中心和上海野生动物园已采集相关样品送上海、长春、四川的科研院所，进一步探索大熊猫发病原因与防治方法，避免今后再次发生类似疾病。

1月20日晚间，记者致电上海野生动物园工作人员倪女士，她告诉记者，目前暂时不会为两只大熊猫举办后续的殡葬仪式，根据动物死亡的相关流程，已经进行遗体封冻保存。
“失去这样一对母女我们也很心痛，帼帼来到这里，是我们整个园区的宝。花生是我们看着它分娩、出生、长大到走路，感觉就像自己的孩子一样。”倪女士说。
有网友质疑称饲养员粗暴对待大熊猫。对此，倪女士表示，每个动物饲养员最基本的，就是要有爱心。园内目前有一个饲养员的团队在照顾大熊猫，每个大熊猫都会有几个饲养员去负责。
“比如‘花生’，从出生开始，饲养员就24小时照顾，在很小的时候饲养员就开始看监控，每分每秒都会进行记录，笔记有厚厚的一沓。”倪女士称，大熊猫从四川引进上海，每一步都会有严格的手续和流程。
目前，上海野生动物园内其他大熊猫展出正常，新生“双胞胎”一直分开隔离饲养，情况良好。
“园内还有一只大熊猫妈妈，和一对新生的‘双胞胎’宝宝，现在两只大熊猫宝宝会分别由奶爸（饲养员）和大熊猫妈妈带着，这个状态也是会更换的。展出有时是妹妹，奶爸会在一边陪同，哥哥则在妈妈身边，可以通过实时监控看到生活的画面。”倪女士说。

大熊猫的适应能力非常强，已经在中国和世界其他很多地区生活并繁殖了后代。早在上个世纪80年代，墨西哥成功繁殖了大熊猫，目前仍有两只大熊猫生活在墨西哥。1999年在美国圣地亚哥动物园人工繁殖了大熊猫“华美”，成为第一只在美国出生并存活的大熊猫幼崽，2005年在美国华盛顿国家动物园繁殖了“泰山”。大熊猫“华美”和“泰山”都已经回到中国参加繁殖，大熊猫“华美”还繁殖了很多后代。
大熊猫屡次死亡谁来担责？
律师称林业部门要履行职责；法律层面没有直接规定
北京市京都律师事务所常莎律师表示，大熊猫是中国国宝，是中国和国际濒危野生动植物保护组织重点保护的动物。但目前国内借展及异地饲养期间，导致大熊猫死亡的事件时有发生。根据国家林业局发布的《大熊猫国内借展管理规定》，借展期间的大熊猫死亡事件承担责任的主体是借入方，其有及时报告的义务，所在地省级人民政府林业行政主管部门和国家林业局以及有关人民政府野生动物行政主管部门都应当履行监督职责。
目前中国关于大熊猫异地饲养期间伤残、死亡等情形法律层面没有直接规定。
国家林业局于2016年颁布了《野外大熊猫救护及放归规范》、《建设项目对大熊猫影响评价方法》、《大熊猫国内借展场馆设计规范》等几项林业行业标准，这充分说明了主管部门对大熊猫的保护日益增强，正在一步步出台相关法律法规建立健全大熊猫保护措施。
常莎认为，要出台更加详细具体的规定，在充分调研和征求相关专家意见的基础上规定饲养大熊猫基础条件、养护人员的资格审查、疫病防治、监护主体、报告义务、病因及死因调查等众多具体问题。
