外媒称中国北方荒漠化仍在扩张 中国国家林业局回应

　　中新网1月22日电  国家林业局副局长张永利今日回应“外媒称中国北方的荒漠化仍然在扩张”时表示，治理成效要从两方面来看，一是沙化土地总面积的数字变化，二是沙化土地里不同沙化程度的面积变化。欢迎外国媒体的朋友到中国的沙区荒漠化地区去走一走、看一看，亲身感受中国的荒漠化防治成效。

　　中国国务院新闻办公室今日举行新闻发布会，国家林业局、内蒙古自治区人民政府有关负责同志介绍中国荒漠化防治有关情况，并答记者问。

　　在发布会上，有记者问：中国荒漠化扩张的趋势得到了遏制，包括荒漠化和沙化的面积呈现“双减少”，但是之前外国媒体有报道说中国北方的荒漠化仍然在扩张，国家林业局对此是如何看待的？

　　张永利表示，外媒不太了解中国的荒漠化、沙化普查和监测，应该说除个别地方之外，总体情况不是这样的。

　　张永利介绍，中国有一整套比较科学的、严谨的荒漠化、沙化的监测体系，并且有“五个周期”20多年的实践经验和工作基础。

　　张永利介绍，上个世纪90年代之前，除对一些特殊区域的典型调查乃至更大区域的推算之外，中国没有开展过全面系统的荒漠化、沙化的普查。

　　整体而言，那时候中国荒漠化、沙化的底数不清、状况不明。从1994年开始，中国政府正式启动了中国沙化、荒漠化土地的监测工作，这是中国第一次有组织、有计划地按照统一的技术方法、指标体系、统计口径开展的荒漠化、沙化土地监测工作。

　　张永利介绍，1997年发布了第一次监测的结果，从那之后，每五年组织开展一次中国荒漠化沙化土地监测工作，每次都花费大量的人力物力财力，组织数千乃至上万的专业技术人员参与。到2015年底，中国已经完成了五次中国荒漠化沙化土地的监测工作。

　　这五次监测的结果表明，2000年之前，中国的沙化土地是呈现扩张态势的，第一个监测期也就是1994年之前，年均扩展2460平方公里。第二个监测期也就是1995年到1999年，年均扩展3436平方公里。可以从这两个数字的对比中判断它的变化趋势。

　　2000年之后，中国的沙化土地呈现缩减态势。第三个监测期也就是2000年到2004年，年均缩减1283平方公里。第四个监测期是2005年到2009年，年均缩减1717平方公里。第五个监测期是2010年到2014年，年均缩减1980平方公里，实现了连续三个监测期的沙化土地净减少，而且大家从这三个数字的比较中可以发现，缩减的速度不断加快。

　　张永利表示，有大量的已治理的沙化土地虽然仍在沙化土地之列，但它的沙化程度已经由过去的极重度、重度转变为中度、轻度，所以仅从沙化土地面积的变化上还不能完全看出治理成效。
