　　这是记者卧底株洲“华莉”微整形培训机构拍到的画面，培训机构的刘老师正在为一位顾客实施双眼皮手术，手术过程中顾客眼部不停地流血，手术被迫中断了好几次。而刘老师却反复保证没有问题，让顾客忍耐一下。那这样的微整形手术到底有没有风险呢？

　　宣称培训割双眼皮“专家”

　　根据网络广告，记者来到株洲的“华莉”微整形培训机构表示想要参加双眼皮课程。这里的负责人肖姐十分警惕，在多番核实记者身份后，最终同意记者约见总负责人刘老师。这位刘老师告诉记者，零基础交钱就可以参加培训，机构的工作人员表示精修班学费4800元，小班教学真人实际操作包教会。

　　声称30分钟能割双眼皮

　　违规私下售卖麻药

　　刘老师跟记者卖起了关子。并表示自己做双眼皮的手艺十分高超。

　　我们国家有明确规定麻药属于处方药不得随意买卖，而刘老师竟然告诉学员可以私下售卖麻药。

　　简单培训“理论” 再用“练习皮”试验

　　记者发现株洲“华莉”微整形培训机构生意十分火爆，前来做双眼皮的顾客非常多。而这家微整形培训机构对报名者没有任何门槛，不用执业医师资格证，还声称四五天的培训就能自己开工作室，从事“微整形”挣钱，说起来十分诱人，不过，这样的培训是否可靠？他们究竟在进行怎样的培训，又是怎么跟别人做双眼皮的呢？记者交了3800元学费后，卧底进入了这家微整形培训机构。

　　第一天上课刘老师讲了双眼皮的理论知识，并声称眼部手术任何医生都可以做，然而才过了半个小时，老师便讲完了双眼手术的所有理论知识。随后，她给学员发了一个练习皮，让学员在上面练习。

　　刘老师告诉记者，自己做双眼皮有七年的经验，可是他却连在双眼皮手术操作中麻醉药的比例都无法掌握。

　　一张椅子就成了手术操作台，麻药针头随后摆放，手术条件十分恶劣。刘老师在给顾客眼皮上打孔时，麻醉药的比例没有掌握清楚，顾客一直喊疼。最终刘老师决定再给这位顾客打一针麻药。

　　加完麻药后，刘老师要给这位顾客进行双眼皮埋线手术，而在穿针过程中，顾客眼部不停地流血，手术过程中断了好几次。

　　根据《医疗美容服务管理办法规定》，负责实施医疗美容项目的主诊医生必须具有医生职业资格，有6年以上从事美容外科或整形外科等相关专业临床工作经历，华莉“微整形”的刘老师根本不能实施双眼皮手术。而“华莉”微整形培训机构没有任何医疗资质，属于非法行医。

　　微整形行业现状

　　微整形是指利用玻尿酸、肉毒素、美白针、溶脂针等新材料进行皮下注射，不需开刀，短时间就能变美变年轻的高科技医疗技术，已完全具备了医疗的性质。

　　但实际的情况却是，由于国家立法滞后，造成疏于监管，一些注射用药和美容手术甚至连基本的动物试验还没有做，就为了追求高利润，急忙用在了人体上。而各种美容广告上的新疗法常常是几个月就有新招，至于这些新招从何而来，临床试验可曾通过，又是由谁审批，出了问题又该谁来负责？相关监管规则也付之阙如。

　　微整形到底有没有风险？

　　不少国内外整形专家一致表示：“微整形”利弊共存，如注射胶原蛋白、玻尿酸均可能引发皮肤过敏。“微整形”虽然不动刀，但仍属医疗行业范畴之内，存在医疗风险。尤其是使用的注射产品要有保障，进货渠道要正规、注射位置、剂量要准确，否则会给“求美者”造成伤害。注射违规产品，更可能出现全身系统副反应，甚至可能因此丧命。

　　微整形应该怎么管？

　　2002年国家公布的《医疗美容服务管理办法》规定，开展医学美容服务必须在卫生行政部门执业登记，领取《医疗机构执业许可证》，并接受卫生行政部门的监督管理；医学美容医师必须获得《执业医师证》和《医疗美容主诊医师培训合格证书》，并需要具备较高的医学知识，有一定的临床经验。

　　关于药品监管。相关部门需要严格按照《中华人民共和国药品管理法》和《药品生产质量管理规范》对各生产企业进行监督管理，对所有的无资质小作坊实行“零容忍”，对生产假药者依法实施重典，让其付出沉重的代价，从而形成强大的威慑力。

　　关于机构监管。对所有非法行医的美容机构，一旦接到公众举报或发现从事非法整形生意的，就一定要及时处罚。要不断提升违法成本，让所有美容机构严格按照经营许可证上的经营范围经营。同时，卫生与药品监管部门要和地方网信、工商、税务等部门进行信息共享，对于在微信、微博上宣传“美容针”噱头的企业，要查资质、查药品来源，并实现对药品运输过程的全跟踪。站在行业规范的角度讲，关于整形或整容，中国缺少较为专业的法律法规，市场上缺少统一的规范。希望相关医疗卫生和药品监管部门及时查找并弥补制度漏洞，加强立法和执法，建设整形或整容市场的合理秩序，保护所有爱美之人的合法权益。
