破解雾霾成因

雾霾到底从哪来?从普通百姓,到大气污染研究领域的专家,这都是一个迫切想知道答案的问题。

目前,对于雾霾的来源和形成机制,科学界还存在一些不同认识。掌握重点城市群大气污染的演变特征和成因机制,确定PM2.5爆发性增长的主控因子,是大气污染成因与控制技术研究重点专项要解决的两个基础科学问题之一。

评估雾霾对健康影响

在弄清雾霾成因之外,研究细颗粒物等污染物与呼吸道、心血管等疾病的关系,是大气污染成因与控制技术研究重点专项要攻克的另一个基础科学问题。雾霾对人体健康会造成哪些影响,同样也是公众迫切关注的问题。

最近一则在大脑组织中检测到PM2.5颗粒的报道,加剧了人们对雾霾影响健康的担忧。而在北京大学教授邱兴华看来,随着技术的进步,能在人体中检测到许多过去无法检出的微量物质,在大脑组织中检测出PM2.5颗粒物,并不能说明颗粒物对健康有影响。

“对大气污染物控制的研究,国内起步很早,但对于雾霾与健康之间的关系,国内所做的相关研究起步非常晚。公众对健康问题十分敏感,一旦某个研究小组有相关的新发现,可能被媒体无限放大,引起不必要的恐慌。”邱兴华指出。

长期从事环境健康研究的中国环境科学研究院研究员段晓丽认为,暴露在雾霾环境中的时间长短,对健康的影响是不一样的。如果用短期暴露产生急性应激反应的风险评价结果,即单位浓度暴露水平下的剂量反应关系,去评价长期暴露带来的慢性健康损伤风险,会有高估风险的可能。

雾霾对健康的影响,每个人都想知道的更多。针对评估大气污染健康影响的科学难题,大气污染成因与控制技术研究重点专项列出一份任务清单:研究大气污染暴露评价和健康效应早期识别技术,研究大气细颗粒物对人体健康的急性和慢性健康损伤的暴露—反应关系,研究典型城市群大气污染的健康风险等等。

突破三项共性防治技术

21世纪中心资源环境处处长王磊,用“232”概括了大气污染成因与控制技术研究重点专项的总体目标。除了上面提到的要解决的两个基础科学问题以外,还要突破三项共性防治技术,建立两类应用示范平台。

对三项共性防治技术,专项给出了具体的任务指标。突破大气污染精细化监测预警技术,形成天地一体化监测能力和120小时以上精细化预报能力;形成典型重污染行业全过程治理技术能力,技术和管理进步对大气污染减排能力贡献率提升20%左右;形成联防联控决策支持技术能力,支撑建立完善的空气质量管理体系。

两类应用示范平台则包括,贯通基础研究—共性技术—应用示范,建立京津冀等联防联控示范区,形成污染综合治理技术方案,支撑重点地区重污染天气减少、重大活动空气质量达标。建立大气环境技术转化服务平台,扶持创新创业,大幅提升自主研发技术市场占有率。
