只要“送到位”，哪怕是违规建设项目，肖双胜也会打招呼、开绿灯。2009年，市区要建一个乐购超市。超市按规划图建好后，建设方公司董事长陈征想突破规划，在楼顶加建一个约1000平方米的钢结构部分，但这会导致无法通过验收。陈征与肖双胜在酒桌上相识，向肖双胜提到这件事，肖双胜说可以帮忙。饭后，陈征把准备好的5万元现金放进肖双胜随身带的包里。该项目规划验收时，肖双胜作出批示：“乐购项目是我市招商项目，请规划局考虑该项目实际，予以支持。”最终，规划部门对该项目罚款7万余元后便予以放行。为表谢意，陈征两次去肖双胜办公室，一共送了4万元现金。
肖双胜还为某开发公司董事长林某在协调乔治花园拆迁、购买土地增减挂钩指标以及承揽北昌回迁楼项目等方面使出了“洪荒之力”。2012年，肖双胜违规采取倒签日期的方式，解除了政府与林某公司的合同，并免除该公司违约金1000万元。为此，林某分12次送给肖双胜人民币25万元、18万美元、5万欧元、2万英镑，1000克金条一根及价值13万余元的手表一块。

果然，在肖双胜推荐下，鲍某顺利调任，对肖双胜可谓感恩戴德。以后只要肖双胜指令他办事，他都全力以赴，还经常送钱给肖双胜。2009年9月底，听说肖双胜要去新疆考察，他送去1万元人民币。2010年元旦后，听说肖双胜将赴美国，他又送上5万元人民币。上海举办世博会，肖双胜要去参观，他再送2万元。后来肖双胜去英法两国考察、北上北京、南行广东等，鲍某次次都会给钱。此外，每年春节、“五一”、中秋这三个节点，他都会到肖双胜的办公室说些“感谢重用”的话，然后放下2万至5万元不等的现金。2009年至2013年，鲍某共送给肖双胜64万元。这些钱，鲍某都是从本单位财务支取，之后用会务费、办公用品等发票冲账。
2011年春节后，廊坊市建设局正处级调研员李涛按照年龄应当被免去职务。他去肖双胜的办公室，谈了想延迟退岗的想法，肖双胜表示可以考虑，他就把随身带的装有5万元美金的档案袋放在肖双胜的办公桌上。之后，肖双胜出面协调，请求组织上安排李涛留任，李涛因此延迟退岗一年。2011年清明节、中秋节，肖双胜分别收受李涛5万美元、金条4根（价值人民币11.7万元）。

2013年11月19日，石家庄市检察院依照河北省检察院指定管辖，对肖双胜立案侦查。2014年3月20日，河北省检察院对肖双胜决定逮捕。肖双胜到案后除如实供述办案机关已掌握的犯罪事实外，还主动交代了办案机关尚未掌握的其他事实。一审法院经审理认为：肖双胜当庭认罪、认罪态度较好，可以从轻处罚；肖双胜具有主动坦白情节，检举揭发了他人受贿线索，可以认定有立功表现。
2016年11月2日，法槌落下。肖双胜受贿款物总价值1763万余元，扣押涉案款物经鉴定总价值1574万余元，仍有189万余元需要继续追缴。石家庄市中级法院以受贿罪判处肖双胜有期徒刑十三年，并处没收财产人民币50万元，违法所得予以没收。肖双胜表示认罪服判。目前，办案机关仍在追缴其违法所得。
