经查，犯罪嫌疑人陈恂敏、陈恩年，男，均为广东省清远市人。1995年10月到12月期间，犯罪嫌疑人陈恂敏、陈恩年与何伟光、何永新、袁长荣、吴兆全、何冬海（已处理）等人共同策划持枪抢劫银行运钞车，并多次到番禺市桥踩点，拟定了周密的作案计划及逃跑线路。

1995年12月22日上午7时许，何伟光、何永新、袁长荣、吴兆全、何冬海持7支“五四”式手枪、炸药、雷管、麻袋等作案工具，在原番禺市农业银行市桥信用合作社北郊储蓄所门口，对一辆粤AR0747号运钞车（车内有现金人民币13，216，021.94元，港币2，103，921元，防暴枪10支、五四式手枪2支以及各种银行票据、印章等物品一批）实施抢劫。
当场用枪打死经警一人、打伤一人，随后迅速驾驶该运钞车逃离现场至事先约定的原顺德市伦教镇码头，与在该处接应的犯罪嫌疑人陈恂敏、陈恩年及温石其、温玉坤（已处理）等人一起将大部分现款搬上一艘轮船。
之后由犯罪嫌疑人陈恂敏驾驶运钞车驶离码头将车丢弃于原顺德市伦教镇霞石工业区，意图制造从陆路逃窜的假象。
犯罪嫌疑人陈恩年则与其余人员驾船从水路向清远方向逃窜。
该案被列为1995年中国十大刑事案件之一，也被称为建国以来最大的武装抢劫运钞车案。
案发后，公安机关迅速展开侦查，在不到一个月的时间内即将除犯罪嫌疑人陈恂敏、陈恩年之外的全部案犯抓获，并缴回绝大部分赃款赃物。
1996年2月份，广州中院一审判处何伟光、何永新、袁长荣、吴兆全、何冬海死刑，温石其、温玉坤无期徒刑。
1996年3月8日，广东高院作出维持原判的终审裁定，并核准了对何伟光、何永新、袁长荣、吴兆全、何冬海判处死刑的裁定。
另外两名犯罪嫌疑人陈恂敏、陈恩年一直在逃。直至2016年12月25日，在潜逃21年后，犯罪嫌疑人陈恩年在云南省瑞丽市向公安机关投案自首。

公安机关随后经侦查，于2017年1月5日在云南省瑞丽市团结建材市场抓获该案最后一名犯罪嫌疑人陈恂敏。
据了解，2017年1月6日，广州市番禺区人民检察院迅速派员提前介入该案，引导公安机关完善案件的法律程序及各项证据。
1月20日，案件正式呈捕后，经办人员克服案卷繁多，原笔录均为手写笔录，笔迹潦草、复印不清等困难，在春节前几日里加班加点，最终提前完成了全案的审查逮捕工作，依法对犯罪嫌疑人陈恂敏、陈恩年作出了批准逮捕决定。
另据调查，犯罪嫌疑人陈恂敏、陈恩年还涉嫌参与1991年10月29日的一宗抢劫（致人死亡）案。
目前，案件正在进一步侦办中。
