中国边境风云：有旅客携带钢笔式手枪

　　2017年1月25日，新疆塔县，红其拉甫边检站，官兵们正在推开护栏准备前往中巴边境，旁边是一块鲜亮的红牌子，“中巴人民友谊万岁”。

　　2017年1月24日，新疆塔县联合反恐演习，在演习中，出动80辆各类军用和警用车辆。

　　从北京到乌鲁木齐，从乌鲁木齐到喀什，从喀什到塔县，再从塔县到红其拉甫国门。定位显示，我们走到中国地图大公鸡的尾巴上了。

　　这是一段漫长、眩晕的旅途。吉普车穿过冬天的荒野，碾过雪原，涉过河流。进山的路人烟稀少，偶尔见到一两个穿着民族服饰、牧着牛羊的塔吉克人。

　　眼前的红其拉甫，是世界海拔最高的陆地口岸，也是新疆与中亚联系的主要内陆通道。

　　雪野阒寂无声，茫茫白色中立着一块鲜亮的红牌子：“中巴人民友谊万岁”。

　　高大的灰色国门对面，就是一块白色的界碑，印着巴基斯坦的国徽，1986年立起来的。

　　除巴基斯坦之外，塔县还与阿富汗、塔吉克斯坦两国相邻，地图勾画出四个国家国境线曲折的轮廓。

　　正值闭关时期，我们造访时红其拉甫没有什么紧张气氛。在国门眺望着其他陌生国度的秘境，只有一片雪原。

　　但红其拉甫边检站的工作人员说，毒品、枪支……高原边境遇到的对于国家安全的挑战，并不比任何地方少。

　　毒品来自“金新月”

　　国门不远处，一座灰色的钢房子大门紧锁。房子里设有车体检查仪，每年夏秋开关时期，所有来往车辆都要在这里接受初检。

　　2015年11月9日晚七点，一辆满载化妆品的小型货车，从巴基斯坦而来，驶入车体检查室。

　　红其拉甫边检站，塔吉克族姑娘亚斯曼是官兵中的一员，她正在接受验枪的考核。

　　X光机照射下，质地应该完全相同的十多箱化妆品，却呈现出不同的荧光反应。边检人员开箱一看，包装盒里的东西有些异样：白色粉末，散发出酸臭气味，X光机下显影呈浅绿色——一切特征都表明，这是高纯度海洛因。

　　全部拆开，这堆化妆品里藏了1520小袋海洛因，共计76公斤。

　　十天之后，贩毒案再发，30公斤左右同等质地的海洛因，再次在边检大厅被发现。这两起案子，刷新了新疆公安边防总队单次查获毒品最高纪录。

　　这些毒品从“金新月”而来。所谓“金新月”，指的是阿富汗、巴基斯坦、伊朗三国交界处的三不管地带，苍莽山区，因为该地区形状像一轮弯弯的月亮而得名。

　　红其拉甫边检站执勤业务三科副科长梁永飞说，“金新月”生产的海洛因纯度几乎都在90%以上，近年产量更是超过“金三角”，成了一个新的“毒瘤”。

　　自1982年红其拉甫开关以来，毒品生产者从未放弃从这条路线将毒品运入中国。多年下来工作人员总结了一套规律：海洛因一般在阿富汗生产，先从巴阿边境地区深入到巴基斯坦北部地区，把一公斤的整块打散，做成50克一小包。集散分装渗入中国。

　　塔县县城的广场上有一座鹰的雕像。当地人将鹰视为百禽之首，忠诚、仁慈和勇敢的象征。

　　塔吉克族人在街上相遇时会互相行礼，会举起握着的手互吻对方的手背。

　　红其拉甫边检站的展览馆里，展示着藏毒的可乐瓶和多种型号的枪支。

　　近些年，边检人员亲历了各种“花样藏毒”。

　　有人体夹带的，比如把毒品塞进避孕套里吞下，再比如衣领藏毒、鞋底藏毒。最少时，有人在衣领里藏了20克海洛因，用这种蚂蚁搬家的方式搬运毒品。还有货物夹带，比如融化到可乐里、藏进行李箱纸板、工艺品、化妆品里。

　　早年间，边检站还没有人体X光机，抓人体藏毒是靠经验。梁永飞回忆，那时毒贩常用避孕套藏毒，为了防止避孕套破掉，路上都不吃不喝。由于国门与城市之间路程太远，路上至少耗时两天，人的眼睛会有大量红血丝，口气也会很重。这样的人就很可疑。

　　一名巴基斯坦旅客入境时，到边检站来要水喝，工作人员抬头一看，此人唇焦口燥，嘴都渴得开裂了，包里却放着一大瓶没开封的可乐，实在蹊跷。让他喝一口，他果断拒绝。工作人员将他控制，将瓶中物沉淀、晾干，大量褐色粉状物出现了——高纯度海洛因。

　　如今毒品从“金新月”入境中国的链条更加隐秘。红其拉甫边检站的一位官兵介绍，毒品从阿富汗到巴基斯坦白沙瓦地区集散，再通过红其拉甫进入喀什，从喀什走公路，到达广东。真正的老板只有两个，卖方在巴基斯坦，买方在广州，中间每个步骤的负责人都不清楚上线是谁，他们在黑话中被称为“骡子”。

　　但随着经验的增长，边检站一套严密的查缉流程已经形成。什么样的旅客最可疑？梁永飞说，如果此人的居住地是在毒品集散地白沙瓦一带，目的地是广州，且行李简单、旅费较少，那就有很大的嫌疑，“可能他这一趟就是把毒品送到广州，然后坐飞机就走。”

　　“骡子”要顺利通过边境，如今并非易事。

　　流转的枪支

　　在边境，毒品从来都不是单独存在。边境线上的人们都熟悉一个词，叫“以毒养恐”——毒品、枪支，往往相伴而生。

　　在巴基斯坦，有执照就可以持有枪支。从红其拉甫出境，到巴基斯坦北部地区的首府吉尔吉特有270公里的路程。这里就有许多家枪店。就算没有执照，黑市上枪支也很容易购买。另一邻国阿富汗，枪支更是唾手可得。

　　红其拉甫边检站曾查获多起中国旅客携带枪支入境的案子。除了携带常规的手枪、子弹之外，还有旅客曾带过间谍使用的钢笔式手枪。这种手枪看起来是一支钢笔模样，只能装一发子弹。梁永飞介绍，它的有效射程不过五米，常用来自杀或暗杀。

　　如今在国内黑市上，一把枪的价格叫得很高，不乏旅客想带入境转卖；但也有可能旅客本身就是涉黑团伙，买来自用。

　　近年，随着X光机的普及，带枪入境基本成了不太可能的事情。只要扫描出有零件像枪的形状，肉眼一眼就看出来。“你就算是把枪吞进去，我们也能找出来。”

　　地处南疆，反恐一线，红其拉甫需要注意检查的另一重要物品就是涉恐的音像制品。梁永飞告诉新京报记者，边检站查获的音像制品，一般都是在国外制作，被人试图带入疆内传播。

　　边境的另一活跃因素是边民。即往来两国贩运货物的游商。

　　他们长期往返中巴之间，把巴基斯坦的化妆品、工艺品、坚果等物卖给中国的商店，他们的工艺品很受喀什维吾尔族居民的青睐。

　　出境时，他们再把中国的廉价生活用品送入巴基斯坦，赚取差价。每次出入境，每人能免税携带40公斤货物，其中的利润蔚为可观。因此，从事这类生意的有好几百人。

　　人一多，不可控的因素就多了。此前出现过不少冒充边民进行贩毒、走私的状况。

　　如何判断此人是否为边民，也有一套逻辑。边民的特征是，往来两国的记录多，运货的种类固定，对两国语言的掌握程度高。一旦遇到自称边民的旅客，却货物很少，语言不通，这样的人入境的真正目的，就会引起边检人员的怀疑。

　　塔吉克人的宁静生活

　　无论边境多少暗涌变幻，雪山下的塔县，仍然是个安宁的小县城。边防官兵们都说，塔县是整个喀什治安最好的县，公安局好几年都没有抓过一个塔吉克人，而这要感谢他们谦和、善良的天性。

　　塔县人口不过四万，大部分都是塔吉克族，大街上男子都是戴圆形高统帽、穿皮靴，女子都围纱巾、穿裙子。黒褐头发，薄唇高鼻，他们的面容是欧罗巴人种的特征。

　　塔县人以畜牧业为主，过着半游牧半定居的生活。春天，播种一些耐寒作物，如青稞。青稞会酿成酒，做成馕，出现在他们生活的很多个细节中。

　　初夏，人们赶着牛羊到高山草原放牧。秋后下山，转场，到更温暖的牧场去。

　　隆冬时节，塔县大部分的路已被淹没脚背的积雪覆盖。当积雪在阳光下闪耀的时候，牛羊把脸庞深埋进雪里，仔细地啃食着残存的一点野草。

　　海拔7509米的慕士塔格峰矗立在塔县北部，庄严温柔。千百年来，塔吉克人就生活下这山脚下，称自己为雪山的子民。

　　他们的另一图腾是鹰。在塔县县城的广场上，立起了一座鹰的雕像。据当地人介绍，他们将鹰视为百禽之首，是忠诚、仁慈和勇敢的象征，而塔吉克人是鹰的传人。

　　在大街上，我们看到，塔吉克人相遇时会互相行礼。两个男子相见，先是握手，然后同时举起握着的手互吻对方的手背。不同辈分的人见面，长辈亲吻小辈的额头，小辈亲吻长辈的手心。

　　当地为他们建起了明黄色的新平房，但搬家之后，他们依然遵从塔吉克牧民的古老的生活方式，在新房子外面，用石块和草皮堆砌围墙，糊上黄泥，筑成院落，为牛羊圈一块栖息之地。

　　新房与小汽车，柴草堆与青稞馕，正代表着现代化的变化与西昆仑的山水，它们互不打扰，和谐共存，千百年来犹如是。
