　　这条由华东某省级广播电视台媒体平台发布的报道，题为《中国国产首艘航母“山东”舰建造成型 历时两年零九个月》。报道里面是这样写的：“鸡年春晚迎来一大波‘山东元素’，最近又有一个‘山东元素’备受瞩目，国内首艘中国国产航空母舰‘山东’舰建造成型！”

　　命名

　　在过去的2016年，最受关注的中国军备非中国国产航母莫属。仅在中国国防部举行的例行记者会上，中国国产航母的话题在一年内就被提了近10次之多。虽然大多数问题的关注点都在航母建设的进度上，但很多“吃瓜群众”显然对这艘在建的中国国产航母会怎样命名更加关心。

　　其实，在2012年9月被命名为“辽宁舰”的中国首艘航母入列后，关于第二艘中国航母——也就是中国第一艘中国国产航母——会以哪个省来命名，就已经成为了媒体和大众关注讨论的焦点。

　　要论这航母如何命名，咱们还是要来翻翻《海军舰艇命名条例》。该条例始订于1978年，后又在1986年进行了补充和修改。

　　从条例规定的内容来看：一级舰，也就是航空母舰、战列舰、巡洋舰和核潜艇等，由当时的总参谋部命名，或由中国国务院特别命名；二级舰，也就是驱逐舰、护卫舰、潜艇、大型登陆舰及以下级别的舰艇由海军命名。

　　新造或新接舰艇入列或更名时，是由批准授名的领导机关正式授予舰名舷号，并颁发《舰艇命名证书》，舰艇按照《舰艇条令》的规定举行命名典礼。舰艇命名享受“终身制”，中途一般不予更名；舰艇退役时，其舰名舷号由授予机关注销，不再授予后续舰艇。

　　根据条例来看，这航空母舰的命名，按规定是要由总参谋部或中国国务院批准的。但此轮军改之后，包括总参谋部在内的四总部已撤销，新成立的军委联合参谋部在职能上是否包括给一级舰命名，外界尚不清楚。

　　除此之外，《海军舰艇命名条例》还规定了，航空母舰、巡洋舰这类的大型舰艇以行政省（区）或直辖市命名。由于中国海军历史上一直缺少大型舰艇，符合这一命名条件目前只有以辽宁为名的“辽宁舰”航母。

　　之所以唠叨这么多，岛叔想说的是，对于首艘中国国产航母命名这个事儿，可并不像文章开头那家媒体报道的那么简单。为了谨慎起见，岛叔也向岛上的“小钻风”们咨询了相关报道的可靠性，得到的答案基本符合岛叔在看到这个消息时第一时间的判断：“山东舰”很有可能是中国首艘中国国产航母名称的选项之一。

　　舰队

　　除了众多省份在竞争“冠名权”，有关于这第一艘中国国产航母未来会隶属于哪支舰队的讨论也甚嚣尘上。

　　如果首艘中国国产航母真的命名为“山东号”的话，按照中国海军舰艇命名和隶属舰队的惯例，其应该仍然隶属于北海舰队。但“辽宁舰”的母港已经在山东青岛了，在岛叔看来，两艘航母的母港同在一地的可能性显然非常低。

　　那么这第二艘航母或归何处呢？根据现有的公开资料和报道，咱们解放军海军的第二个航母基地，已经基本确定设在中国南部的某省份，用于应对复杂的南海局势。照这样看来，这艘航母的母港或许就在这里了。

　　虽然中国国产航母名“山东”目前尚未得到官方的确认，但这艘航母的建造进度还有一些令人惊喜的讯息。一些外媒报道和猜测，正在辽宁大连造船厂制造的001A型航空母舰，应该在2017年第二季度下水，进入机械、电器、电子设备的安装阶段，全部完工大约还需要两年以上，预计将于2019年进入海试。
