  据英国《星期日泰晤士报》披露,日本驻英国大使馆每月用1万英镑(约合8.7万人民币)收买英国智库“亨利·杰克逊协会”,以进行反华宣传,包括聘请像英国前外交大臣马尔科姆·里夫金德这样的英国政客。

  日本在国际社会中的对华舆论战并非今天才有。


  早在甲午战争时期,日本就利用西方报纸向英国、法国和美国等国渲染“中国不遵守国际法”、“中国尚不属于文明世界”等信息,以强调其所谓的对华战争“正义性”,特别是暗示日中之间“文明”与“野蛮”的对比。在此后的数十年间,每逢日本要对中国开展大规模侵略行动时,日方的舆论战总是如影随形,或是炒作中国国内有“排日”情绪,或是制造事端指责中方“挑衅”,其颠倒黑白、混淆是非之说不胜枚举。


  日本对华舆论战持续百年 未来还将升温


  近年来,随着日本对华博弈全面加速,其在国际社会的对华舆论战同样迅速升温。耐人寻味的是,日方舆论战的操作重点,与其百年前的“前辈”们如出一辙:指责中国“不尊重国际法”,强调日本是“先进民主国家”,渲染“中国威胁”,宣称中国国内有“反日”情绪……


  纵观日方说辞,让人感到其一百年多年来的舆论战套路并未改变,只不过加上了一些时代语言的变化而已。


  值得注意的是,最近两年来,日本外务省等部门的宣传经费已经大为增加,还列入了关于钓鱼岛问题等具体项目的专项经费。


  可以预计,今后几年,日本在世界范围内的对华舆论战还会继续升温。这同样是一场战争,只是一场看不见硝烟的战争。在这场战争中,日本的记者、编辑、学者、NGO、智库成为实质上的战士与部队,而报纸、电视频道、互联网和各类社会活动则成为战场。

  面对舆论战 中国要加强力度掌握技巧


  对中国而言,遇到明枪暗箭并不可怕——这是崛起中大国必然经历的阶段,也是历史留给我们的任务。如果我们不能解决前辈没有解决的问题,也就无法达到前辈未能实现的目标。从这一角度而言,如何应对日本的全球舆论战,既是对中国的挑战,也是中国充实和提高自身能力的重要机会。


  具体而言,在国际舆论场中,中国不仅应当加强“发声力度”,还应当注意学习“发声技巧”,用更加专业的方式让国际社会了解自己的观点和声音。国际舆论战并不是简单的“宣传”与“反宣传”,也并不仅仅是“外宣”,其涉及到复杂的外交、政策、法律、经济等因素,对于从业机构和人员都提出了极高要求。日本在此方面有非常专业的队伍,有成熟的机构和平台,有长期运行的机制,还有覆盖全球的广泛人脉。


  以此次英国智库事件为例,日方不仅是在“借嘴说话”,而且是在“买嘴说话”,利用既有人际关系,通过里夫金德等英国政治人物之口,说出日本想要散布的言论。可以确信,日方这种做法并非孤例,也绝非是在英国一国所为,而是一种影响操控海外舆论的普遍做法。


  要有效回击日方行为,必须找出相应的妥善办法,而不能是简单地发声反对。


  如何更有效地传播中国声音 重点在“人”


  为了向国际社会更好地传播中国声音,不仅仅需要调整和充实政策支持,还需要加强机构与人才队伍的建设。一切工作,归根结底都要由“人”来完成。以记者为例,日本的很多驻外记者既熟悉新闻业务,又往往是某一国际领域的专家——如安全、海洋、反恐、国际法等,其所属新闻机构还经常派遣这些记者到对象国智库、大学进修交流。在进修交流过程中,这些记者不仅能够更加透彻地了解对象国,还能够与对象国各界人士“交朋友”、“拓人脉”,在日常生活中“潜移默化”地传递观点,影响对方主流社会的认知。这些做法都需要政策、机制与资金的支持,但对于大国而言是不可或缺的。


  众所周知,当今世界的国际竞争不仅是硬实力的竞争,也是软实力的较量。在组成软实力的诸多因素中,国际舆论影响力可谓是重要一环。最近数十年来,中国硬实力的发展有目共睹,在软实力领域的影响提升也可圈可点。但在国际舆论影响力方面,面对更加复杂的挑战,我们要做的工作还很多,可谓是“任重而道远”。这可能会是需要一代人甚至更长时间完成的任务,但也是必须完成的任务。
