（法制晚报记者 张莹 编辑 熊颖琪）党的十八大以来，中国环保工作深入推进。环境监测数据是环境决策的基础，然而一些地方和不法企业为逃避监管，在利益驱动下破坏环境质量监测系统，干扰监测系统正常运行，导致企业污染源数据问题频出，造假失真情况时有发生。
半月谈网梳理出包括暗度陈仓、断污水注清水蒙混过关、给监测探头“戴口罩”、“阴阳台账”避监管在内等七大环保数据造假“障眼法”。
擅自篡改、伪造监控数据
环保数据造假在一些企业已成习惯性行为，是寄生在环保领域的一颗“毒瘤”，其手段也各种各样。观海解局（微信ID：guanhaijieju）记者根据媒体近年来公布的案例发现，企业篡改自动监控数据屡见不鲜。
根据《青年时报》报道，今年3月1日，杭州市环保局执法人员对杭州云会印染整理有限公司进行现场检查时发现，该企业污染源自动监控设施化学需氧量分析仪器上的历史数据与数据采集传输设备上的数据不符，经查明，该企业委托运维单位杭州旭东升科技有限公司远程登录企业数据采集传输设备擅自篡改数据，修改、删除操作日志。
最终，杭州市环保局依法对杭州云会印染整理有限公司作出罚款5.5万元的行政处罚，并于4月1日将案件移送公安机关，对杭州旭东升科技有限公司相关负责人则建议实施行政拘留，目前，杭州市公安局已受案。
这并非个案。记者从福建省环保厅发布的消息获悉，2016年福建省发现一批自动监控设备弄虚作假、不正常运行等环境违法问题，其中有4起存在伪造监测数据、篡改仪器参数的行为。
2016年6月，在环保部门的检查中，福建省长乐市富平印染有限公司的采样管路已多处严重堵塞，无法抽取水样，COD自动监测仪器对储样瓶内残留水样重复分析检测，近期历史数据波动小，涉嫌伪造监测数据与篡改仪器参数。
据了解，福建省环保部门对涉嫌篡改、伪造污染源在线监测数据，以及不正常运行污染治理设施的，依法予以行政处罚，并同步移送公安机关对相关责任人实施行政拘留；对擅自拆除、闲置、不正常运行自动监控设施，以及污染物超标排放的，依法严肃处理。
做真假台账躲避监管
在企业环境监测数据造假案例中，还有一些企业选择以“无中生有”的虚假数据台账瞒骗环保部门。
2016年，杭州两家企业的运维人员为了偷懒而在在线设施上捏造环境监测数据的行为被环保部门抓了个“现行”，将原本已经甚嚣尘上的环境监测数据造假话题再一次推向了风口浪尖。
据当地媒体报道，监察人员在对杭州建德某化工厂进行检查时发现，这家化工厂的在线污染物测定仪器已经损坏，无法正常采集水样，而且已经缺失半个月（2月8日至22日）的监测数据，但在运维台账中却显示2月5日和19日均有运维人员进行日常维护。此外，监察人员还发现记录里明明显示企业处于停产状态，但在在质控样比对中填下了仪器比对正常的监测结果数据。
对此，两位运维人员承认，2016年2月份他们只在26日到企业现场运维了一次，而2月5日和19日的运维记录和质控样比对的监测数据全是两人凭空捏造的，为的是既能应付环保部门的日常检查和公司的处罚，又能在过年期间轻轻松松放一个大假。
事实上，备有两本数据台账的企业不在少数。多年前，四川沱江曾发生一起特大水污染事故。记者采访发现，除当年沱江因枯水期来水量偏少的“天灾”外，还存在企业环保设施发生故障、严重超标排放的“人祸”，而后者才是主因。企业明知污染，却在长达半个月的时间里隐瞒不报，甚至在检查组面前拿出一套假数据，称自己是“达标排放”。
污染企业环安处时任负责人的一番话令人深思。他说：“长期以来，企业对污染的监测都是‘两本账’，一本是监测原始数据，反映真实情况，供企业内部掌握；另一本是经过整理的数据，也就是外报数据，给环保部门看。”
断污水注清水蒙混过关
为应付检查，一些企业会提前截断污水，增设管道把合格水注入检验水箱，从而使数据达标。记者从环保部获悉，2015年下半年，各级环保部门共查实8起污染源自动监控设施及数据弄虚作假典型违法案例，已全部移交公安机关处理，并对10名相关责任人处以刑事或行政拘留。
其中，广东东莞市长安镇生活污水处理厂（即东莞市长安镇锦厦三洲水质净化有限公司）存在出水流量计和水质自动监测设施弄虚作假、私设暗管投放自来水稀释水样干扰人工采样监测等多种违法行为，性质极其恶劣。
经华南国家计量测试中心（广东省计量科学研究院）东莞分院多次排水实验测试，该厂出水流量计实验误差超出最大允许误差，流量计涉嫌造假，按该厂提供的2012年至2015年7月污水处理量推算，该厂非法骗取污水处理费用可达近2000万元。
对此，公安机关对该公司涉嫌出水流量计作假、骗取巨额污水处理费用等刑事犯罪行为进行了立案侦查，并于2015年10月24日对1名犯罪嫌疑人采取了刑事拘留措施。
给监测探头“戴口罩”
人需要戴口罩，可探测仪“戴口罩”你听过么？个别地方政府及环保部门执法人员为让环境监测数据合格，无所不用其极，想出各种荒诞办法，企图瞒天过海。有部分企业在空气质量监测站周边洒水、监测点周围禁止车辆通行，为监测仪器“戴口罩”……
去年，一则环保官员“监守自盗”的新闻引发公众关注。据《千龙网》报道，西安市长安区环境空气自动监测站为国家直管站，未经允许任何人不得入内。但长安环保分局官员出于政绩考量，偷配钥匙，进行数据造假。
据称，长安监测站所采集的空气数据自动传至国家总站，管理非常严格，采样器四周装有多部摄像监控头。而长安环保分局官员为了数据造假，费尽心机，不仅偷配监测站钥匙，还窃取了电脑密码，用棉纱堵塞采样器，犹如给采样器戴上口罩，致使所采空气数据异常，为防事情败露，他们还删除了部分监控录像。
目前，该环保分局局长、监测站站长、副站长等多人被警方带走。
为数据达标 自设“标准”
按照中国环保法有关规定，要求企业对自身排污状况开展监测。其中，新环保法要求，重点排污单位应当如实向社会公开其主要污染物的名称、排放方式、排放浓度和总量、超标排放情况，以及防治污染设施的建设和运行情况，接受社会监督。
但有一些企业根据自己的污染程度，量体裁衣，自设“标准”。去年年底，江西就有六家企业被环保部门通报。
记者从江西省环保厅获悉，11月份重点污染源自行监测信息公开情况中部分企业存在自行监测方案不完善、监测因子不全、公开信息不完整、公开信息与监测方案不一致等问题。
其中，江西晨鸣纸业有限责任公司自行监测方案中的锅炉排口缺少汞及其化合物、林格曼黑度等2项因子；未在信息公开平台配置“2#脱硫塔烟气排口”的监测因子和排放标准问题。
赣州华兴钨制品有限公司自行监测方案中的锅炉排口缺少监测因子氮氧化物、汞及其化合物、林格曼黑度；自行监测方案中缺少废气的污染治理设施运行和排放情况介绍。
赣州力赛科新技术有限公司：缺少监测因子氟化物、石油类、六价铬和钍铀总量；钍铀总量、总镉、总铅、总砷、总铬、六价铬等6项因子应在车间排口设置监测点位，企业应在监测方案和信息公开平台中予以体现；自行监测方案中缺少废气的污染治理设施运行和排放情况介绍。
不及时公布数据企图隐瞒
为避免暴露污染问题，一些地方和企业不公布或不及时公布污染数据，让公众无从监督。
去年3月份，杭州市环保局的监察人员在对余杭区的一家企业在线设施检查时发现了一个奇怪的现象：污染物测定仪器的历史监测数据中有一个“552.4mg/L”的超标数据，但是这个数据并没有在与环保部门相连接的在线监控平台中显示出来，而是自动被上一个时段的未超标数据所替代。
经过测试，监察人员发现该公司所使用的仪器是可以正常监测、显示超标数据，而出现上述“奇怪”现象的原因是有人弄虚作假，采用了特殊的设置导致数据采集仪器只能显示未超标的数据，并自作聪明地删除了操作日志。
检测点搬出重污染区
半月谈网在报道中称，个别地区为降低污染数值，竟把空气质量监测站点搬离重污染区域。
据山西省一位环境监测站负责人透露，一些城市以城市规划变动为由，向环保部门申请变动监测站点的位置。
“环保部对站点位置有严格要求，这样做难度不小，然而一旦成功，就可以合理合法地降低污染数据。”这位知情人士透露，一些地级市往往只有三四个站点，有一个站点转移成功就能提升城市的空气质量等级。
