记者注意到，在三大电信运营商中已退出要职后被调查的高管并不止杨惠恒一人，这说明，退出高管职位不再是企业高管逃避法律制裁的“护身符”。
1退居二线多年 他被立案侦查
据公开资料显示，杨惠恒早年曾担任中国联通河北分公司总经理；早在中国联通重组前，杨惠恒就担任中国联通四川分公司总经理。
杨惠恒生于1961年，今年才56岁。他已退居二线多年，而当时并未到联通规定的“二级正”58岁退居二线的年龄上限，原因不明。

2015年4月23日，湖南省纪委监察厅网站“三湘风纪网”发布消息：中国移动通信集团湖南有限公司原党组书记王建根涉嫌严重违纪，目前正接受组织调查。
记者梳理其简历发现，王建根自1999年湖南移动创建之初即任总经理，迟至2013年才退休，他对湖南移动的影响力与重要性不言而喻。
2016 年6月28日，中国移动通信集团湖南有限公司原党组书记、董事长、总经理王建根涉嫌受贿罪一案在湖南省郴州市中级人民法院开庭审理。公诉人指控，2000 年至2013年，被告人王建根在担任中国移动湖南公司党组书记、董事长、总经理期间，利用其主持湖南移动公司生产经营管理工作的职务便利，为单位或个人谋 取利益，单独或者与其妻、子、情妇及共同利益人（均另案处理）共同收受单位或个人所送财物，折合人民币1283.6314万元。由于案情复杂，法庭决定择 期宣判。
3退休五年后 电信原副总经理被调查
中国电信集团公司原副总经理、党组副书记冷荣泉在退休5年后被调查。
2015年5月，中纪委网站转发国资委纪委消息称，中国电信集团公司原副总经理、党组副书记冷荣泉涉嫌严重违纪，目前正接受组织调查。早在2010年4月，冷荣泉已经从中国电信集团公司总工程师的职务上退休。
冷荣泉的从业经历一直与通讯行业相关。
1977 年1月毕业于南京邮电学院有线系电话自动交换专业，之后到北京长途电信学校教书，1980年，他考取了北京邮电学院计算机与通信专业硕士研究生，毕业后分 配至北京市长途电话局，在那里工作了12年，历任北京市长途电话局工程科助理工程师、副总工程师、总工程师，中国邮电电信总局副总工程师等。
一位中国电信中层介绍，冷荣泉是1980年代中国邮电系统信息化（主要是自动化计费）的“技术大牛”，当年业内曾经有“北有冷荣泉、南有王思伟（王后来曾任上海市电信有限公司副总工程师）的说法。
1996年6月冷荣泉出任中国邮电电信总局副局长、党委委员；2000年4月任中国电信集团公司副总经理、党组成员。
冷荣泉是组建中国网通集团的元老人物之一。2002年，他任中国网络通信集团公司副总经理、党组成员、党组副书记。2004年7月，兼任中国网通（集团）香港公司副董事长、中国网通（集团）有限公司副董事长。
4巡视组揭联通窝案 至少4高管落马

随后，中国联通多位高管违纪落马，包括负责联通3G、4G网络建设的中国联通网络分公司副总经理兼网络建设部总经理张智江，以及信息化和电子商务事业部原总经理宗新华。中国联通整改报告称，共清理裸官11人、违规兼职12人、离退休违规任职17人。
2015 年4月30日，中国联通公布了整改情况，根据目前已经完成的调查，党组纪检组立案5件，按照规定程序给予党纪政纪处分12人；省级分公司根据查核结果，立 案14件，其中已结案12件、给予16人党纪政纪处分。对顶风违纪和中央巡视组关注的有关违规失责问题已立案4件，按照调查结果和规定程序给予组织处理和 党纪政纪处分11人。对集团公司2014年内部巡视发现的问题，对88名相关人员进行了责任追究（其中：移送司法机关判刑1人，免职9人，党纪政纪处分 16人）。2015年4月27日，中国联通在内部发布“问责”文件，共有22人被问责。

从媒体报道来看，包括杨惠恒在内，至今至少已有4名联通高管落马。
除中国联通外，中国移动原党组书记、副总裁张春江相继落马，近年来中国移动各省涉嫌违法犯罪的高管频频被抓。从2013年中国移动原副总鲁向东受贿2000多万被判无期，再到最近的张连德、张磊等人落马，中国移动同样已构成窝案。
据记者不完全统计，十八大以来，中国移动共有15名省级公司高管被查、受审、获刑。
有 业内人士表示，中国移动与中国联通、中国电信相比地方公司权限更大，中国移动在各地都是以子公司形式为主，独立法人在人财物方面的权限更大，而中国联通和 中国电信在地方是分公司为主，在人财物方面权限较少，“所以中国移动出事主要在地方，中国联通和中国电信出事主要在集团。”
