该公司高管被指利用职权隐瞒监管部门向“关联方”暗存利益输送，涉及金额数十亿元。
据举报人称，福彩中心占有中彩在线40%的股权，是名义上的控股股东。其余60%的股权看似分散在不同公司手中，但这些公司背后的实际控制人却是一个叫贺文的商人。
另据新华社《经济参考报》报道，中彩在线总经理贺文通过控制公司的第二和第三大股东，使得中彩在线名义上为国有控股，实际已被总经理贺文个人曲线掌控。
在过去的12年里，“中福在线”的总销售额超过1300亿元。贺文获得高达27亿元的收入，而代表国家的福彩中心仅仅获得18亿元。

2016年4月底，贺文被有关部门带走调查，其妻子武京京也在数天后被带走调查。
