47岁书画院副院长涉嫌猥亵被捕
记者了解到，47岁的周玉金是山东省临沂市人，中专文化，案发前系中海钓台北京书画院常务副院长，因涉嫌犯强制猥亵罪，于2016年6月30日被羁押，同年7月15日被逮捕。
在百度百科中，周金玉头衔颇多，不仅是中国美术家协会会员，还是中国国画家协会理事、中国艺术投资协会名誉副会长、国际书画艺术家资格认证中心委员、临沂市美术家协会常务理事。

记者了解到，据东城法院审理查明，2016年6月29日下午1点，被告人周玉金在北京市东城区永定门内东街书画院内，趁被害人杨某意识不清之际，强行对杨某胸部、大腿、臀部等部位触摸猥亵并用手机拍摄。
案发第二天，周玉金被民警抓获到案，手机被起获。
此案庭审时，周玉金认罪，对指控没有异议。
周玉金的辩护人表示，周玉金在案发前没有预谋，他是临时起意，主观恶性较小。周玉金到案后能够如实供述犯罪事实，当庭自愿认罪，且系初犯，建议法庭对其从轻处罚。

记者了解到，检方当庭出示了周玉金的到案经过及被害人杨某的陈述，证人张某的证言，现场勘察笔录，诊断证明书，鉴定意见，扣押清单，物证照片，视听资料，以及被告人周玉金的供述等证据。
东城法院审理认为，周玉金无视国法，违背他人意愿，强制猥亵他人身体，其行为已构成强制猥亵罪，应依法予以惩处。
鉴于周玉金系初犯，到案后能够如实供述犯罪事实，当庭自愿认罪，法院对其从轻处罚。辩护人的相关辩护意见，法院予以采纳。
东城法院一审以强制猥亵罪，判处周玉金有期徒刑十个月。
一审宣判后，周玉金不服，向二中院提起上诉。
二审上诉求判缓刑 二中院终审驳回
记者了解到，二审时，周玉金认为一审判决量刑过重。
周玉金的辩护人则表示，周玉金没有预谋，认罪悔罪，系初犯，建议法院对其改判拘役或宣告缓刑。
二中院审理认为，周玉金违背他人意愿，强制猥亵他人，其行为已构成强制猥亵罪，依法应予惩处。
周玉金到案后能如实供述犯罪事实，系初犯，依法可对其从轻处罚。
对于周玉金及辩护人所提原判量刑过重，建议法院对其改判拘役或宣告缓刑的上诉理由及辩护意见，法院经查，原判已充分考虑周玉金犯罪的事实、性质及其所具有的如实供述、系初犯等量刑情节，对其作出了罪刑相适应的刑罚。
周玉金对被害人强行猥亵后还进行手机拍摄，不符合宣告缓刑的法定条件，故该上诉理由及辩护意见不能成立，法院不予采纳。
二中院认为原审法院根据周玉金犯罪的事实、性质、情节以及对于社会的危害程度所作出的判决，定罪及适用法律正确，量刑适当，审判程序合法，应予维持。
二中院据此作出终审裁定，驳回周玉金上诉，维持原判。

记者以买画人的身份拨打了周玉金所在的中海钓台书画院的电话。
该书画院的一名工作人员表示，周玉金确实为该画院的副院长，但目前联系不上，因为“他出国了，去法国办画展。过年走的，大约六七月份回国。”
