　　自2月1日以来截至7日，执法人员共查处童乞行为17起、乞讨人员20余人次。

　　据了解，近期在地铁内乞讨的儿童，超过三成来自甘肃岷县。他们由家长带领，在寒假有组织地进行乞讨，已经是一个职业乞讨团体。地铁提醒广大乘客共同抵制乞讨卖艺行为。

　　本月专项整治 已查处童乞行为17起

　　地铁“童乞”饱受诟病，尤其是寒暑假期间，组团乞讨、跪地抱腿强行乞讨，乞讨不成出言不逊，严重扰乱乘车秩序。对此，市交通执法总队轨道交通执法大队于本月联合市公交保卫总队、地铁运营企业采取行动，在本市轨道交通全路网范围内，针对乞讨卖艺等扰乱乘车秩序违法行为开展专项整治行动，重点打击儿童乞讨行为。

　　《法制晚报》（微信ID：fzwb_52165216）记者了解到、轨道执法大队每日安排10组执法力量，联合公交保卫总队在轨道全路网采取站口堵截、车厢巡查等方式，严厉打击儿童乞讨行为。重点对群众反映强烈、投诉多的地铁1、2、4、10号线等线路开展整治。截至2月7日，大队共查处童乞行为17起、乞讨人员20余人次。

　　会同当地政府 加强源头治理管控

　　经过轨道交通执法大队调查，近期在本市地铁内乞讨的儿童，多为甘肃岷县籍乞讨人员，而北京地铁公司介绍，这一比例超过三成，还有一些儿童来自河北、河南、山东等地。由于是未成年人，执法人员表示只能以劝离为主，“经常有孩子前脚刚被劝离，后脚又上了地铁。”

　　从源头治理，成为目前轨道执法大队的主要方式。近期，北京地铁将会同甘肃岷县等乞讨人员户籍地政府，加强源头治理管控。“希望从源头教育，避免这些孩子放暑假再来乞讨。”执法人员说，发现这些乞讨人员大多租住在郊区廉价出租房屋内，大队也已经将这些乞讨人员在京的租住地信息反馈给属地政府。

　　乞讨收入高屡禁不止 乘客见到可电话举报

　　从2015年5月1日起，《北京市轨道交通运营安全条例》开始实施，在北京地铁内乞讨卖艺将面临50元以上1000元以下罚款。而调查中发现，乞讨人员每日收入其实相当可观，一般每天能乞讨100到200元。高收入也让这些人员的乞讨行为屡禁不止。
