　　新华社杭州2月14日电（记者陈晓波、商意盈）此前备受关注的“长江口倾倒垃圾案”有了新进展。记者14日从浙江省检察院获悉，截至目前，海宁市检察院、海盐县检察院已以涉嫌污染环境罪批准逮捕了25名涉案犯罪嫌疑人。

　　经初步查明，2016年5月以来，犯罪嫌疑人蔡某某、余某某、张某某等人，为获取非法利益，经事先通谋，采用串标等非法手段，获取了海盐县环卫中心的生活垃圾清运项目，后由桐乡市某垃圾清运服务有限公司实施该项目。期间，公司前后股东及部分工作人员伙同中间商、船主、填埋场地老板等人，多次将海盐县环卫中心收集的生活垃圾等有害物质9万余吨装运到浙江湖州、安徽芜湖等地非法填埋，或装运到长江江苏南通段等流域进行非法倾倒，造成严重环境污染。

　　2016年5月，犯罪嫌疑人沈某成立桐乡市某环卫设备有限公司，同年8月，犯罪嫌疑人俞某某入股该公司并成为法人代表。9月初，该公司通过招投标与海宁市环卫处签订了海宁市生活垃圾分流处置协议，后因故正常处置渠道受阻。犯罪嫌疑人朱某某主动联系该公司要求转包有关垃圾处置工作，并以有垃圾处置权的盱眙某公司出面与桐乡市某环卫设备有限公司签订转包合同，约定以200元每吨的价格，表面上由镜城公司，实际上由朱某某分流处置，在洽谈过程中，朱某某明确透露会将垃圾交“江海电厂”处置即非法倾倒至江河中。随后，朱某某联系犯罪嫌疑人沙某某，由其组织犯罪嫌疑人张某某（在逃）具体联系船只并将上述生活垃圾倾倒至长江。经统计，2016年11月份以来，海宁运出生活垃圾16船次，共计10994.4吨，其中14船次共计9747.24吨被犯罪嫌疑人朱某某等人倾倒至长江，造成长江口水域严重污染，经济损失30万元以上。

　　案件发生后，浙江省委省政府、嘉兴市委市政府高度重视，公安机关迅速行动，查处并抓获了30余名涉案人员，经过检察机关侦监部门的努力协作和公安机关的支持、配合，截至目前，海宁市检察院、海盐县检察院以涉嫌污染环境罪批准逮捕了25名犯罪嫌疑人，有力打击了污染长江水源地的刑事犯罪，形成了对污染环境犯罪的有力威慑。
