2月8日晚7点多，42岁的胡正高正在镇上朋友家聊天，被突然闯入的十几个人带走，来人说是“镇政府的”。他被告知，因其违反计生政策，要去做结扎手术。
镇子是云南省镇雄县罗坎镇，也是胡正高童年和青少年时期成长的地方。他20多岁离开家乡之后，就很少回去。如今，胡正高户籍已经转入四川省。
胡正高2000年前跟前妻育有3个孩子，离婚后，他带其中一个孩子生活。因为跟前妻违反了计生政策，胡正高在2000年接受了计生罚款，前妻被结扎。
2015年，他跟现任妻子在四川再育一子。彼时，他在四川专门咨询了居委会和户籍科，均表示没有问题，小儿子的户口也顺利办理。
但这次春节，他带着妻儿回老家罗坎镇探亲，却被强制带上了手术台，做了结扎手术。
2月11日，胡正高在微博曝光了自己在家乡的遭遇。他说，做手术前，他因为反抗，在镇政府被打伤。
今日，胡正高对记者讲述了整件事情的经过。他说，这次回云南，原本打算为家乡援建200所“爱心书屋”，但经过此事，身心受到重创，他这一生也再不会回去了。
对于胡正高叙述的遭遇，2月14日，罗坎镇计生办一工作人员对记者表示，有这件事，但是事件相关情况已经上报给镇雄县委宣传部，采访事宜都由宣传部对外发布，罗坎镇政府不单独接受采访。
镇雄县委宣传部熊姓负责人则表示，“拒绝采访、不澄清”。此前他曾接受媒体采访表示，胡正高违反计生政策，对其进行结扎手术符合规定。

“有人悄悄要两万元保证金”
记者：事情发生时你正在做什么？
胡正高：2月8日晚7点，那天是阴天，我春节回老家探亲访友，当时我正在罗坎镇一个朋友家里聊天，突然来了十几个人，来了直接跟我说，“跟我们走一趟”。我离开家乡20多年了，很多人都不认识，我说你是不是认错人了？他们问我，你是不是胡正高。
记者：十几个人都没有说明来意吗？
胡正高：他们没有表明身份，但是我觉得二十多年不回来，一回来就十几个人一起找我，肯定就是镇政府的人。后来我问，他们果然说是。
其中有两个人跟我说，让我走一趟，是计划生育的事。我不太明白，因为我现在的户籍在四川，另外我跟我前妻2000年前生育了3个孩子，但是当时已经接受了应有的罚款，我跟现任妻子2015年生育一个孩子，孩子是四川籍，当时在四川上户口，也没有人说我违法。
我跟他们解释了，但是有两个人很凶，一个戴眼镜的年轻小伙子冲我吼：“少废话，跟我们走！”
他们自始至终也没有亮明身份。
记者：你被带到了哪里？他们最初是怎么跟你沟通的？
胡正高：带到了乡政府一个办公室，办公室很大，当时我坐在一个角落，刚开始我不愿意在这里结扎，我跟他们说要讲法律，不能随意侵犯我的人身自由。他们根本不听。
后来过来两个人悄悄跟我说，如果你不愿意结扎，交两万块钱也行。这两万块钱是保证金，交完我写个保证书。隔几天如果来做手术，钱就退给我，不来的话钱就不退了。
记者：你怎么说的？
胡正高：我说这怎么可能，本身就不合理。但是我拒绝之后，那两个人说，我今天必须要有一个说法。
记者：你有没有追问违反了计划生育哪条法规？
胡正高：他们说我合并计算，总共生了4个小孩，违反了计划生育法。还说我是按流动人口计划生育政策，一定要我结扎。
镇上老百姓忌讳谈计划生育
记者：你在微博写还发生了冲突？
胡正高：对，我拒绝他们之后，一直强调他们不能限制我的人身自由，强烈表示我要走出办公室，回家。这时十几个人上来就把我摁住了，一个戴眼镜的在我脸上打了一拳，混乱中我脖子上也受了伤。
这种混乱的状况一直持续了十几分钟。
记者：当时你老婆在场吗？你们报警了没？
胡正高：当时我老婆刚来，看到我挨打，她很着急，很愤怒，就大喊“无法无天了”，然后上来几个人就把我老婆也摁住了。
后来我老婆报警了，但是来了几个民警，根本不理我们，我把伤口给他们看，他们也不看，还很严肃把手一推，说：“请你配合他们的工作。”
然后警察还把我老婆带走了。
记者：警察把你老婆带走时说了什么？接下来你怎么跟镇政府的工作人员沟通的？
胡正高：警察说带走我老婆是为了解情况。我老婆被带走后，十几个人轮番跟我说，你这个事情，镇党委书记已经知道，说：“你必须要做这个手术，你不做，你老婆就是扰乱公共秩序罪，要拘留15天，你做了，我就跟派出所说说情。”我只能配合。
记者：手术在哪里进行？手术顺利吗？
胡正高：手术在镇政府计划生育办公室里进行，里面有一个手术台。手术就半个小时，完了之后，伤口有点疼，但能下地走。
记者：做完手术几点？你老婆放出来了吗？
胡正高：做完手术是2月9日凌晨1点多，我给我老婆打电话，她还在派出所，我就找到镇党委书记，说我做完手术了，能把我老婆放了吗？书记说，你回去吧，我给派出所打电话。
记者：发生这件事时，你在镇上的朋友有没有帮助你？
胡正高：他们给我打电话，让我带着老婆孩子赶快离开镇上，能走连夜走。
记者：你在镇上的朋友们还有类似的经过吗？
胡正高：我朋友们说，镇上的计划生育一直抓的很严，当地的老百姓都很忌讳谈计生政策，以前也有镇上的人因为不配合家里被砸的案例，朋友们都怕我再有麻烦。
原本回乡要建200所爱心书屋
记者：你经常回故乡吗？
胡正高：不常回来，就清明节会回来。我在这里生长了20多年，生活所迫，才去外面谋生。家乡很穷，家乡人很艰辛。
记者：你这个春节怎么想到回来了？
胡正高：我是做公益的，去年帮助云南丽江、贵州六盘水、四川凉山等地方建造了十几所爱心书屋。镇雄县也是贫困县，我对这个地方有感情，今年回来，是想联系我们本地政府，想帮助这里建造200所爱心书屋。
记者：你联系当地政府了吗？
胡正高：还没有，因为我们当地都是过完元宵节才算过完年，我是打算过完元宵节再去找政府。我在四川还有别的工作，要不是因为这件事，我早就走了。
记者：你原本打算怎么在当地建200所爱心书屋？
胡正高：我有一个公益圈，可以募集很多旧图书，有些爱心人士还自己掏钱买了新书。
记者：现在你对家乡是什么感受？
胡正高：很无奈、很绝望。不去基层政府，你就不能感觉到他们的无礼和傲慢。
记者：你以后还会再回家乡吗？
胡正高：发生这种事，一辈子不想再回到那个地方。
?快评丨“强制结扎”给人一种穿越感
近年来，我们在电视剧和电影里看到不少穿越的场景和桥段。近日，云南省镇雄县将“穿越”的桥段搬到了现实，而且是大过年的。
老家在云南省镇雄县罗坎镇的胡先生对媒体称，今年和妻儿回家过年时，遭当地计划生育小组强行做结扎手术。对此，镇雄县委宣传部工作人员回应，胡某违反国家计划生育的相关规定，对其进行结扎手术符合规定。
“符合规定”，这一看似镇定坦然的回应，实则荒诞不经，给人一种赤裸裸的穿越感。
早在2015年，新修改的《人口与计划生育法》已规定“育龄夫妻自主选择计划生育避孕节育措施”，删除了原来关于上环、结扎和查环查孕的有关规定及相应处罚。
该法第19条明确规定：“国家创造条件，保障公民知情选择安全、有效、适宜的避孕节育措施。”
中国人大也对“知情选择”做出了解释，“在本法中是指避孕节育方法的知情选择，即国家通过提供充分有效的计划生育和避孕方法的信息，使需要采取避孕节育措施的育龄群众在充分了解情况的基础上，自主、自愿而且负责任地作出选择安全、有效、适宜的避孕节育措施的决定。”
《人口与计划生育法》第二十条更是再一次强调，“育龄夫妻自主选择计划生育避孕节育措施，预防和减少非意愿妊娠。”
不知道云南省镇雄县宣传部人员所称的“符合规定”，符合的是哪项规定？
强制结扎固然粗暴可怕，更可怕的是，一些基层执法者、政策实施者，还在因循守旧、抱残守缺，固守着粗鄙的、远离人性和人文、甚至侵犯个人权利的工作思路。
这种思路不改变，不与时俱进、与法俱进，本质上就是倒退，是穿越。
