工科类本科在校生超525万

《指南》介绍,中国在制造业人才培养的规模上位居世界前列。2015年,中国高等学校本科工科类专业点数约1.6万个,工科类专业本科在校生525万人、研究生在校人数69万人;高等职业学校制造大类专业点数约6000个,在校生136万人;中等职业学校加工制造类专业点数约1.1万个,在校生186万人。

目前中国制造业规模以上企业人力资源总量8589万人,专业技术人员809万人。装备制造业规模以上企业人力资源总量近1794万人,据不完全统计,其中人才总量近736万人,具有大学本科和研究生学历的人员分别占人才总量的29%和2%。此外,制造业人才聚集高地初步形成,制造业人才发展环境逐步得到改善。

十大重点领域面临人才缺口

《指南》对制造业十大重点领域人才需求进行了预测:至2025年,新一代信息技术产业人才缺口将达950万人,高档数控机床和机器人领域人才缺口将达450万人,航天航空装备领域缺口将达47.5万人,海洋工程装备及高技术船舶领域缺口将达26.6万人,先进轨道交通装备领域缺口将达10.6万人,节能与新能源汽车领域缺口将达103万人,电力装备领域缺口将达909万人,农机装备领域缺口将达44万人,新材料领域缺口将达400万人,生物医药及高性能医疗器械领域缺口将达45万人。

建设高技能人才培养基地和技能大师工作室

《指南》提出,规划内的重点人才工程包括:制造业与教育融合发展工程,创新型专业技术人才开发工程,能工巧匠和高技能人才培育工程,企业经营管理人才发展工程和全员素质提升工程。

此外还将推进工程博士点工作,培养中国制造领军人才。在实施相关重大工程、重点项目时统筹安排人才开发培养经费,并纳入项目实施考核体系。依托“千人计划”,分层次、有计划地引进1000名能够突破制造业关键技术、发展高新技术产业、带动新兴学科发展或带动传统产业优化升级的海外高层次领军人才和创新创业人才,特别是“互联网+制造”领域高端人才。

建设一大批学习型制造业企业。引导地方健全生均拨款制度,区分专业类型,向制造业倾斜,逐步分类推进中等职业教育免除学杂费。在实施高技能人才振兴计划中,围绕制造业十大重点领域,支持有关地区、部门开展高技能人才培训基地和技能大师工作室建设。到2020年,建设1200个高技能人才培训基地和1000个左右国家级技能大师工作室,基本形成覆盖重点产业和中心城市的高技能人才培养网络。
