  讲述一:海关只向中国游客收取手续费


  邹煜告诉红星新闻记者,他去年4月12日到越南旅游,和朋友一起穷游玩“沙发客”。他们从陆路进关,选择了比较大众的凭祥口岸友谊关进入越南。夜间12 时许,他们抵达越南的边检。虽然已查过攻略,也知道交小费的各种传闻——需在护照里偷偷夹钱。但邹煜说,他们是穷游,所以他准备装作自己不懂中文,甚至还把所有人民币放入另外一个钱夹。


  轮到他时,他听到海关用中文向他索要10元手续费。“我很清楚,任何国家的签证里已包含手续费,是不需要单独再给这部分钱的”,然而碍于压力,邹煜还是交了钱。“我也不想让后面的人久等。”


  但事后的邹煜越想越气,问了同车厢的韩国人、美国人和德国人后,邹煜发现,这个所谓的“手续费”竟只向中国人收取。他恨自己没骨气,“我感到一种深深的耻辱感”。邹煜称,他也去过其他国家,从没遇到过这样的情况。


  后来车厢上来了一位山东女孩,称自己因为在海关收费时没给小费,就和一些游客被关进小黑屋,还被扇了耳光。虽然女孩事后也给了钱,但对方还是不肯给她盖章。女孩希望大家能一起站在门口抗议10分钟,并明确表示不要发生肢体冲突。正在气头上的邹煜,自然而然地站了起来……


  邹煜称,虽然最后经过一位中国大妈的中间调解,事情以女孩护照盖章结束,但这样的事情却令邹煜久久难忘、如鲠在喉。“其实10块钱无所谓,但这远远超过了10块钱的意义。”


  “我以为只有陆路口岸会这样,但没想到在越南的飞机场也有人有同样遭遇。”虽然越南的海关给他留下了非常不好的印象,但邹煜也坦言,进入越南后,他遇到的大多数越南人都很热情,也非常友好。

  索要小费不成,很可能会发生肢体冲突。成都女孩“Daraless”去年5月2日在越南芽庄的国际机场就亲眼目睹了越南海关因为小费问题,使用电警棍电击中国游客,甚至将其拖到吸烟室殴打的全过程。


  “Daraless”告诉红星新闻记者,她们在去越南之前,地接曾交代过,“过越南海关时,要提前准备好10块人民币作为小费,不然对方就会为难你。”


  但是越南海关的态度让她们很无语,“既然我们是来你们越南消费旅游的,你们何至于(给人留下)一种明抢的感觉”。Daraless称,对方态度极其恶劣,因而很多游客就不愿意支付小费。


  “当时他们(越南海关人员)几个人围攻一家人,七八个人手持电警棍,对着手无寸铁的我们。”


  “Daraless”称,她还记得当时海关人员把一个穿衬衣的男子用电警棍电击,还把人家拖到吸烟室打。


  当时同在现场的女孩美美(化名)称,她看到一位带孩子的男士遭到海关人员拦截,要求给小费过关,在遭到男子强硬拒绝后,越南海关先是将男子护照扔在桌上,紧接着用手指指着男子,用中文说道:“滚”。


  双方情绪都很激动,后来不断有游客加入与海关理论,现场也有人高呼拒绝给海关小费,并高唱国歌,“还有人喊雄起”。美美回忆说。

  讲述三:面对海关违法行为导游也无能为力


  对于这样的案例,在越南某旅行社已工作1年的导游吴先生对红星新闻记者说,他们也很气愤。


  “首先在越南法律规定中,海关是不允许收小费的,有一些明目张胆的是海关私下敛财。”海南人吴先生称,收小费并不是普遍现象, “海关收小费对政府的形象不利,而对于游客来说,第一站就被收小费,印象也不会很好。”


  吴先生称,在他工作期间,类似的大冲突事件没有发生过,但却出现过多次不给小费、对方故意刁难游客的事件,“比如故意增加解答时间,拖延滞留办手续时间,对旅客随身携带物品行李进行检查,对可随意不可随意罚款的,进行罚款。比如说,对于携带现金多的游客,故意增加罚款等等。”


  但面对这些行为,吴先生坦言他们也无能为力。他也承认,导游的确会告诉游客过海关时主动夹10块钱,“我们这样做是不想因为这十块钱,对游客造成不好的影响。如果不给小费,发生冲突,这对游客是不利的。”


  红星新闻记者查询媒体报道发现,2015年6月,越南政府就曾致函各港口和机场海关局,对旅客携带越南产的普通商品(零关税商品)出境,海关不得要求出境人员办理海关申报,并且严禁勒索旅客,违者调换工作岗位并按规定处理。

  小费之风如何形成为何屡禁不止


  虽然官方明令禁止向外国游客索取小费,但私下里,这样的事件仍然层出不穷。他们为何会屡禁不止?究竟是什么助长了越南海关索要小费之风?


  2006年到越南留学、曾在越南工作多年的中国网友Tom Linken认为,其实国人的小费意识与越南人是不同的。


  “越南受西方尤其是法国、俄罗斯和美国影响较深,提供服务的同时获得小费是很正常的心理,在一些星级酒店、饭店、酒吧、咖啡厅,服务生经常可以收到小费”,他说,有些出租车司机也很期待小费,哪怕只有一元两元。


  他介绍称,越南大部分的出租车司机会下车给乘客开门,尤其是乘客后备箱有行李的情况。因而,小费的概念在越南是普遍存在且喜闻乐见的,只是小费多数存在于衣食住行与娱乐场所。


  但中国未来研究会旅游分会副秘书长刘思敏在接受采访时表示,在东南亚许多国家,边检人员或海关人员主要针对的就是中国游客。


  许多中国游客可能抱着一种“多一事不如少一事”的心态,还有人为了投机取巧顺利通关,而进行给“小费”这种带有行贿性质的行为。这种心态被边检海关人员掌握以后,从被动地接受行贿,演变成了主动索贿。可以说,一些边检人员索要“小费”的恶习,是一些旅行社的领队和游客共同惯出来的,结果就变成了不给钱就挨打。

  Tom Linken表示,中国东兴口岸是中国陆地口岸旅客通关量最大的国际口岸,每年旅客通关量非常大,因而出现通关旅客将小费夹在护照当中意图加快通关手续的办理,久之形成惯例,也催生了越南边检收受小费的心理,加之偶尔边检人员态度不友好,过境国人更自觉认为需要加大小费数量,因而这种不正之风逐渐蔓延,泛滥。


  一位在边境工作多年的知情人士也透露,这已是一种司空见惯、由来已久的不良风气。


  “我估计最早是受走私的驱使,部分人因为走私烟酒等物品,时常在护照中夹钱送给海关人员,由此小费之风慢慢助长。”


  知情人称,能够到口岸来上班的,或多或少都是动用了一定的关系和资源,才获得这样一个工作机会。海关在越南来说是份很有油水的工作,想在这里上班,要么凭关系,要么凭手段,“上班之后肯定会想着捞回本钱。”


  当然,这也和导游的“配合”离不开关系。该知情人士称,由于导游们长期在那里讨生活,所以为了方便和快捷过关,“这些导游就会告诉游客在护照中夹钱”,而这几种因素叠加后,久而久之就形成了一种付小费的习惯。


  入境应拒绝交小费


  遇刁难时收集证据及时报案


  对中国游客来说,东南亚诸国通常是出境旅游目的地的首选。但游客在一些国家过边检时,却需面对被索要小费、护照被扣,甚至被打的风险。近年来,类似事件屡有发生。


  面对索要小费的情况,正确的做法应该是什么?


  中国驻越南大使馆表示,公民出入境时如被索要“小费”,应一律拒绝。如遇刁难,希望尽量收集证据,如索贿人员相关信息,并及时向中国驻越南使馆或中国驻胡志明市总领馆反映。刘思敏也提醒游客,若是迫于情况支付了小费,也可以搜集证据向中方的边检人员进行投诉或向边防公安报案。
