胡正高和前妻有三个孩子，二儿一女，因违反计划生育政策，其前妻于2000年做过结扎手术。胡正高称，他因为忙于事业，和前妻感情日渐冷淡，2010年二人离婚，法院判决前妻带两个孩子，他带一个孩子。2013年胡正高再婚，与现妻子再育一子。
“我遵守国家的法律法规，但我和前妻的生的三个孩子，不但交了罚款，而且前妻也被接扎了，已经从身体上进行处罚了。”14日上午，胡正高向红星新闻解释，自己的遭遇就好像一辆车违了章，在交完罚款之后、扣分后，就应该可以正常行驶。
让他意外的是，强制结扎的事情还是发生在他身上。不久前，他和妻子回到老家过年，被罗坎镇计划生育小组强行抓到镇政府并一直扣押到夜间两点多。他称，他对计划生育政策的相关细则不太了解，于是与计划生育小组的人发生争议，同时他的妻子报了警，但警方到来之后只带走了他妻子。

胡正高的遭遇被媒体曝光后，云南省卫生和计划生育委员会于今日迅速做出回应称，云南省计生委高度重视，立即责令昭通市卫生和计生委对事件展开调查。今晨，昭通市卫生计生委已派出工作组到镇雄县调查此事，镇雄县县委县政府已成立由纪委参加的调查组开展调查，有关情况将及时向外界公布。
镇雄县县委相关负责人告诉红星新闻，镇雄县是人口大县，交通极其不便，经济欠发达，计划生育工作一直很繁重，“法律上，既没有说结扎可以做，也没有说不能做，我们之所以做，实在是无奈之举。”这名负责人称，对胡正高的结扎，是针对其前妻生了三胎的违法事实进行的。
有媒体评论认为，新修订的国家《人口和计划生育法》对育龄夫妻的计划生育避孕节育措施做出了“自主选择”的规定，中国人大对此也做专门强调，在开放二胎背景、鼓励生育的当下，更应该“结扎”的是基层执法者远离人性的工作思路。
贵州省从江县是“计划生育第一村”所在县，该县卫计局计生协会办公室主任刘华林称，虽然《人口和计划生育法》并没有明文规定“结扎”手术是否能做，但结扎手术在部分地区的确还存在，不过，这种手术毕竟违背人道，计生部门的共识是，先采取女方上环的方式，不行再由男方做结扎手术，“但有一个必要的前提，就是男方或者男方的家属要签字同意。”
刘华林介绍，计划生育工作在各地轻重不同，各地还有配套法规。红星新闻记者注意到，2016年3月新修订的《云南省人口于计划生育条例》，有“结扎”字眼存在。
如该条例第四章第二十三条，对施行计划生育手术后如何休假做出规定，其中第四点称：“施行输精管结扎的，休假15天”。
