　　文章捅破权钱交易的窗户纸称，从近些年查处曝光的贪腐案件和违纪问题看，违纪时间大都发生在八小时以外，违纪地点大多是一些鲜为人知的私密场所。

　　记者注意到，就在16日，家藏2亿现金的国家能源局煤炭司原副司长魏鹏远受贿细节曝光，其900万元赃款都是在北京市东方宫大酒店附近收入囊中。

　　记者梳理发现，因为环境私密，酒店成为不少贪官受贿的必选地。

　　拉杆箱装500万 打黑车到酒店地库

　　2014年4月，魏鹏远落马被查，办案机关在其家中发现2.3亿元现金，这成为建国以来检察机关一次起获赃款现金数额最大的案件。当时，专案组协调中国银行保定分行的十多名工作人员、五台点钞机分两批次赶赴现场参与清点，连续工作14个小时。由于长时间不间断工作，其中一台点钞机，被当场烧坏。

　　2016年10月17日，魏鹏远被判死缓。一周后，2016年10月24日，向魏鹏远行贿900万的江苏商人孙秋渊被判有期徒刑二年。

　　根据中国裁判文书网公开的案件细节，孙秋渊，为其控制的公司获取不正当利益，于2009年至2011年春节前，分三次在北京市东方宫大酒店附近向魏鹏远行贿人民币共计900万元。

　　公开信息显示，东方宫大酒店位于北京西城区三里河北街，与国家能源局等23个大部委机关毗邻。

　　据孙秋渊供述，“2009年9月份的一天，我把500万元人民币放在一个大的旅行箱里面，坐长途大巴车到北京后打了辆黑出租车到东方宫酒店的地下车库与魏鹏远见面，我和魏鹏远一起把装钱的拉杆箱从我租的车上搬到了魏鹏远的车上，这些钱都是100元面值的，10万元一大捆，是从中国银行取的现金，没有办过借款手续，魏鹏远也没有还过钱，我送500万元给他主要是想请他帮助给我介绍工程。”

　　法院还查明，为了让魏鹏远在承揽工程时提供更多的帮助，2009年底，被告人孙秋渊在北京市东方宫大酒店门口又向魏鹏远行贿现金300万元人民币。后魏鹏远将该笔款项放在北京富力城小区E-27-1001房间。

　　“2009年底或2010年初，当时临近春节，魏鹏远说买了房子，家底都空了，我就明白他的意思了，我回来对我爱人说出差需要300万元，让她筹集，我把钱装进一个黑色的旅行箱里，从宜兴坐大巴车到北京，在东方宫门口交给的魏鹏远。” 孙秋渊供述称。

　　对于第三笔行贿事实，孙秋渊供述称，“2010年，魏鹏远帮联系了神华宁煤集团红柳煤矿的污水处理业务，我就着拜年机会表示一下感谢，希望以后多帮忙介绍点项目。2011年春节前，我安排财务支取了100万元人民币，放在一个装大衣的纸袋里，坐火车带到北京，打车到东方宫大酒店附近给他打电话，在路边把纸袋交给了他。”

　　11次在北京香格里拉酒店收钱

　　记者梳理发现，原铁道部运输局局长、副总工程师张曙光也偏爱在酒店收钱。

　　2014年10月17日，张曙光因受贿4700余万元被判处死刑、缓期两年执行。在法院的一审判决中，其受贿细节也被曝光。

　　根据公开报道，张曙光受贿地点除了办公室和家里，大多数则是在北京香格里拉酒店，至少有11次。

　　在这家饭店里，他接受各种请托，比如帮助公司参与动车组车窗业务、集便器业务、列车车门项目以及获得电气化工程项目等。受贿款从几万、几十万到上百万元不等。

　　在香格里拉收钱金额最多的一次则是2009年11月，张曙光以参评中国科学院院士需要经费为由，在北京香格里拉饭店停车场收受武汉正远铁路电气有限公司法定代表人王建新给予的人民币500万元。

　　据公开资料显示，北京香格里拉饭店于1987年落成，是当时京城最高、最豪华的五星级饭店。

　　此外， 记者注意到，京都信苑饭店也是张曙光收钱地点之一。

　　据了解，2005年至2009年间，张曙光利用职务上的便利，为今创集团成为动车组辅助电源等配件的配套生产商及压低外方谈判条件等事项提供帮助，为此以参评中国科学院院士等需要用钱为由，先后3次在京都信苑饭店收受今创集团总裁戈建鸣给予的钱款共计人民币800万元。

　　公开资料显示，京都信苑饭店系中国联通集团控股子公司，位于北京市海淀区什坊院6号，矗立于北京西三环莲花桥东，坐拥公主坟、丽泽两大商务圈，紧邻地铁10号线莲花桥站和京石高速公路出口。

　　10公斤黄金 到北京国际饭店送上

　　在闹市酒店大胆收钱，王素毅也是其中之一。

　　2014年7月17日，北京市第一中级人民法院对中共内蒙古自治区党委原常委、统战部原部长王素毅受贿案一审公开宣判，认定王素毅受贿1073万余元，判处其无期徒刑。

　　据检方指控，2005年至2013年，王素毅利用职务便利，为9人在企业经营、职务晋升或调整等方面谋取利益，先后非法收受钱物折合人民币1073万余元。其中，2008年3月，为报答王素毅在工程施工许可上的帮助，开发商武某某在北京国际饭店给王素毅送上每块重1公斤的黄金10块，价值人民币234万元。

　　记者查阅看到，北京国际饭店开业时间也是1987年，新近装修时间2005年，楼高29层，客房总数916间（套）。地理位置十分优越，地处东长安街上，建国门内大街9号，毗邻人民大会堂、中国商务部、北京市政府、交通部、国家旅游局、中国妇联、中国海关等国家机关，与各国驻华使馆和各跨国公司中国办事处近在咫尺。

　　收钱地点遍布南京各大知名酒店

　　除这些“大老虎”外，其他贪官也一样喜欢将收钱地点选在酒店。

　　2015年5月18日，江苏省能源局原局长陈勇在南京中院受审，他是十八大后首个落马的无党派副厅级官员。陈勇被检方指控利用职务之便，为一些能源企业牟利，受贿共计905万余元。

　　除了办公室，陈勇收钱的地点遍布南京各大知名酒店，喜来登酒店、金陵饭店、华东饭店、湘鄂情饭店等，都有他受贿的身影。其中，南京喜来登酒店位于南京市秦淮区，坐落在汉中路西端，是南京西大门的标志性建筑之一，地处南京市最繁华的商业、金融中心及购物区内。

　　办公区域之外 绝不是不受监督的任性辖区

　　《人民日报》称，老话里说，“官不打送礼的”。之所以形成如此惯例，原因不仅在于以礼代贿具有迷惑性，更是因为，收礼者往往认为私下收受馈赠比较隐蔽，不易为外人知晓。在这种心理作用下，许多官员纵欲成贪，继而因贪入狱。正应了那句老话，“若要人不知，除非己莫为”。一个人能否廉洁清正，外部监督固然重要，“不畏人知畏己知”的自我惕厉也极为关键。少了自律的约束，往往就会出现“法令滋彰，盗贼多有”的现象。

　　在工作场合、公开活动和有人监督的时候，做到廉洁自律并不难，难的是在远离组织、生活场合和无人监督的时候，依然能够做到不放纵、不越轨、不逾矩。在这个意义上，私底下、无人时、细微处，正是最能检验党性的试金石。

　　对党员领导干部而言，八小时以外的时间，办公区域之外的空间，绝对不是不受监督的任性辖区，而应是心存敬畏、手握戒尺的自律地带。越是在无人监督的情况下，越需要领导干部慎独，如此方能“独行不愧影，独寝不愧衾”，台上台下一个样，人前人后一个样。
