新京报记者以咨询购买穿山甲片为由，联系四川省华堂药业有限公司总经理颜齐明。颜齐明在电话里称，公司剩余的穿山甲片的指标已不多，但他不肯透露具体指标数，“如果要买，必须要有林业部门审批的行政许可。”新京报记者也联系到该公司的一位财务人员。对方透露，他们的穿山甲片以每公斤18万元的价格卖给了同仁堂亳州公司。
封存的穿山甲片从何而来？
关于封存的穿山甲片的来历，颜齐明称，都是以前的存货，“不是说现在是保护动物嘛，都是以前库存下来的东西，后面就有指标了。”但颜齐明不愿透露其穿山甲片的具体来历。
亳州同仁堂办公室负责人表示，只要销售穿山甲片的公司能提供国家批准的合法手续，就说明国家认可，如果是以前封存的，会有封存证明，封存证明也由林业部门出具。申报购买指标时，同仁堂亳州公司给当地林业部门提供封存证明，林业部门认为合法，通过了审批。

在安徽省政府政务服务中心官网，记者查询到国家二级或省一级保护野生动物或其产品出售、收购、利用许可（办事指南）。指南规定，申报材料中需要提供证明国家二级或省一级保护陆生野生动物或其产品合法来源的有效文件和材料，包括特许猎捕证、驯养繁殖许可证、进出口许可证、执法查没物品处理文书、购销发票、个体谱系证明、野生动物经营利用管理专用标识、活体野生动物标识等。

合法买卖是濒危主因之一？

准予行政许可决定书的法律依据是原《野生动物保护法》的第22条，禁止出售、收购国家重点保护野生动物或者其产品。“因科学研究、驯养繁殖、展览等特殊情况，需要出售、收购、利用国家一级保护野生动物或者其产品的，必须经中国国务院野生动物行政主管部门或者其授权的单位批准；需要出售、收购、利用国家二级保护野生动物或者其产品的，必须经省、自治区、直辖市政府野生动物行政主管部门或者其授权的单位批准。”

华南师范大学生命科学学院教授吴诗宝多年从事穿山甲研究。他向新京报记者表示，穿山甲在计划经济时代是可以收购的，收购之后由国家保存。但从上世纪80年代以后，就不再进行收购了。 对于目前一些公司库存的穿山甲片，吴诗宝表示，库存的穿山甲片中，有一些是收购留下来的。他还提到，以前穿山甲的来源比较混乱，包括走私、收购、查没等渠道。
吴诗宝介绍，从警方查获的穿山甲来看，主要包括药用的甲片，以及食用的活体和冻体。对于林业部门应停止对穿山甲制品审批的观点，在吴诗宝看来，有一定道理可以考虑。如果能够停止对穿山甲的利用，走私、猎杀等行为将大大减少。但吴诗宝也坦言，目前存在一个可操作性的问题。他说，穿山甲是药用动物，如果禁止穿山甲入药的话，将在药厂生产，人民的生命健康等方面面临问题。
对于穿山甲的保护，吴诗宝表示，在保护方面我们国家的法律是很健全的，但是在执法时存在执法难，以及有时执法不到位的问题。“如果不采取有效措施，这个物种可能会走向灭绝。”
