　　在中国和英国关系“黄金时代”开局之年的2016年，中国和英国两国在北京举行了首次高级别安全对话。本月17日，两国又在伦敦举行了第二次高级别安全对话。

　　对话由中央政法委秘书长汪永清与英国首相国家安全顾问马克·格兰特共同主持。中央网信办、中国外交部、工业和信息化部、中国公安部、国家安全部、海关总署、中国民航局等部门和驻英使馆有关负责人参加对话。

　　双方谈及反恐合作、网络安全、打击有组织犯罪等多方面。这个听起来颇显专业和神秘的对话，其实与普通民众有密切关系。

　　反恐合作拓展至保护两国在第三国机构人员

　　过去的一年，世界恐怖活动频仍，欧洲是重灾区。虽然几起造成重大死伤的袭击发生在法、德、比等欧陆国家，但正如英国军情六处处长所承认的，英国 本土也面临前所未有的恐怖袭击威胁，单是去年下半年，英国情报机构就挫败了至少12起未遂恐袭。近年来，中国同样面临恐怖主义的严重威胁。因此，汪永清与 格兰特讨论的首要问题，就是中国和英国双方最为关心的反恐及打击极端主义合作，以有效应对两国各自和共同面临的恐怖威胁。

　　双方商定，在联合国关于加强国际协作共同打击恐怖分子系列决议基础上，两国在航空安保、打击网络恐怖主义等方面加强合作。

　　值得注意的是，这次对话确定的反恐合作并不止于两国境内。随着中国对外开放特别是“一带一路”战略实施，中国企业和人员“走出去”数量大幅度增 加。2016年，中国公民出境旅游人数超过1.2亿人次。两国在第三国的机构、设施和人员面临的恐怖威胁不断上升。发生在2015年的曼谷爆炸，就造成十 几名中国游客受伤。

　　会议商定，双方加强合作，共同应对两国在第三国的机构、设施和人员的恐怖威胁，“加强有大量游客和外国公民的度假胜地，机场和公共场所的安全防护”。

　　合作保护个人信息安全

　　近年来，侵犯公民个人信息的网络违法犯罪越来越突出。仅2016年，中国警方就查获非法获取的各类公民个人信息307亿余条，抓获各行业“内鬼”391人、黑客98人。其中涉及到境外犯罪的也不少，2016年8月，广东警方远赴亚美尼亚执法，在犯罪团伙的6个窝点中缴获公民个人信息就有10万 条之多。

　　同时，网络传播儿童淫秽色情信息的犯罪活动也很猖獗。2016年3月，中国警方接美国警方线索，破获了一起将数十名被强奸的中国女童画面制作成 色情视频的犯罪团伙，抓获8名涉嫌传播淫秽物品嫌疑人，并协同外地警方抓获涉嫌强奸、猥亵女童的嫌犯17人。在另一起案件中，涉嫌性侵儿童的英国人尼尔· 罗宾森逃到中国，并成为一名外教，后被中国警方拘留审查后引渡回国，并在英国获刑12年。

　　在本次对话中，双方同意，及时向对方通报有关案件线索，在打击网络传播儿童淫秽色情信息、侵犯公民个人信息等跨国网络犯罪方面加强合作。

　　就打击网络电信诈骗等有组织犯罪开展合作

　　跨境诈骗是一个困扰中国民众许久的问题，其中网络电信诈骗已成为社会公害。许多网络电信诈骗分子藏身于中国境外，使得打击和追赃更为困难。近年 来，中国加强了与有关国家的执法合作。2016年8月，肯尼亚就将40名电信诈骗嫌疑人移送中国。同年11月，在马来西亚涉嫌电信诈骗的21名台籍嫌犯被 押往中国大陆。

　　本次对话中，双方同意就打击网络电信诈骗案件进行情报交换，开展联合行动。同时，双方还将在打击包括利用地下钱庄等方式洗钱、银行卡诈骗、骗取银行贷款等金融领域犯罪方面加强合作。

　　对于国内公众关注的犯罪分子外逃问题，英方同意依据现有程序及时处理中方提出的引渡个案。
