　　日前，山东媒体报道了一则人事变动：李兴钰同志任中共莱芜市委委员、常委、副书记。

　　简历显示：李兴钰，男，汉族，1971年10月生，山东微山人，美国侨眷，2004年6月加入中国共产党，1994年7月参加工作，研究生学历。

　　细心的小伙伴会发现，与其他领导干部的简历相比，李兴钰的简历中多了一项：美国侨眷。

　　长安街知事APP查阅了《中华人民共和国归侨侨眷权益保护法》，其中对“侨眷”做出了明确定义。侨眷指的是与华侨、归侨有着法律上的权利和义务关系的眷属，具体包括华侨、归侨的配偶、父母、子女及其配偶、兄弟姐妹、祖父母、外祖父母、孙子女、外孙子女，以及同华侨、归侨有长期扶养关系的其他亲属。

　　那么问题来了，根据关于推行党政领导干部任前公示制的意见，任前公示的内容一般包括姓名、性别、出生年月、籍贯、学历学位、政治面貌、现任职务等，并没有说包括“是否为归侨、侨眷”。那么李兴钰的侨眷身份为什么要特意写进简历呢？并且还要特意注明是“美国侨眷”。

　　公开资料显示，李兴钰毕业于上海交通大学的技术经济专业。2011年，不到40岁的他参加了山东省副厅级领导干部的公开选拔，从烟台市中国国家发展改革委员会副主任升任山东省侨联副主席。任职近6年后，于本月调任莱芜。

　　需要明确的是，侨联并不是政府部门，而是由归侨、侨眷组成的中国性人民团体，承担“参政议政、维护侨益、海外联谊、群众工作”的职能。按照《中华中国归国华侨联合会章程》的规定，各级归侨、侨眷代表大会的代表，以及中国侨联、地方各级侨联的委员会委员，都应当具有归侨、侨眷身份。

　　也就是说，“侨眷”身份是李兴钰担任省侨联副主席的前提条件，此次又是从侨联副主席岗位上转任地方。因此，在简历中特别注明这一点，就不足为奇了。

　　作为侨联的工作人员，把侨眷身份写入简历是极为普遍的现象。中国侨联官网显示，1位主席和18位副主席的简历中全部标注了归侨或侨眷身份。而小伙伴们之所以对“侨眷”的称呼感到陌生，是因为长期以来，侨联是一个相对封闭的系统，侨联干部受到身份限制，交流面较窄，流动性较慢。

　　2016年12月，中办印发了《中国侨联改革方案》。方案中提到，应改革侨联组织人事制度，让专职干部适当增加流动性。此次李兴钰走出侨联系统，调任地级市担任市委副书记，可视作人事改革的一个尝试。
