航班正常率将从67%升至80%

《规划》提出了六个主要目标，其中，对航班正常率的提升最为引人注目。要求，到2020年航班正常率力争达到80%。

2015年航班实际正常率为67%。为实现航班正常率80%的目标，《规划》在协同联动、快速处置、天气预报等重点节点提出更高要求：首先强化资源保障，以提升大型繁忙机场航班正常率为着力点，系统评估机场保障能力，根据实际保障能力增加或调减机场容量；加强气象预报和航班运行控制能力，不断完善航班大面积延误预警和处置机制；完善机场现场处置能力，提高航班不正常情况下的旅客服务水平。

去年7月，交通部发布《航班正常管理规定》，明确航班实际到港挡轮挡时间晚于计划时间超过15分钟就属于“航班延误”。今年1月，《航班正常管理规定》正式实施，42家国内航企也据此修订了运输总条件、机上延误应急预案等执行条款，将延误处置细化到航企层面。

2020年旅客运输量预计达7.2亿人

根据《规划》，到2020年旅客周转量比重将达到28%，运输总周转量达到1420亿吨公里，旅客运输量7.2亿人次，货邮运输量850万吨，年均分别增长10.8%、10.4%和6.2%。

与铁路、公路等交通方式一样，民航早已成为国民出行的重要方式之一。来自民航局最新数据显示，2017年春节期间，国内航空公司共执行航班8万余班，同比增长11.9%；运送旅客984万人次，同比增长15.1%；提供座位数1283万个，平均客座率83%。

民航局监测的中国主要城市始发航班数据显示，春节假期期间，民航出港旅客主要集中在北京、上海、广州、深圳、昆明、成都、重庆等城市，每日出港旅客超过5万人次。

春节期间，中国平均航班正常率85.6%，同比提高3.1%。

续建、新建机场74个直飞三线城市更方便

在机场建设方面，“十三五”期间中国续建、新建机场数量将达到74个，现代机场体系的完善将给旅客出行带来极大便利。

《规划》提出，到2020年之前要完善华北、东北、华东、中南、西南、西北六大机场群，新增布局一批运输机场，建成机场超过50个，运输机场总数达260个左右。

同时，积极打造国际枢纽，着力提升北京、上海、广州机场国际枢纽竞争力，推动与周边机场优势互补、协同发展，建设与京津冀、长三角、珠三角三大城市群相适应的世界级机场群，明确区域内各级机场分工定位；逐步提升成都、昆明、深圳、重庆、西安、乌鲁木齐、哈尔滨等机场的国际枢纽功能。

在《规划》“十三五”时期运输机场建设项目的表格中，北京新机场等续建机场项目有30个；成都新机场、平凉、湘西、邢台等新建机场项目44个；广州、浦东、虹桥、深圳、成都等城市的改扩建机场项目达到139个。

通用航空发展步入加速期机场将超500个

与此同时，中国通用航空蓬勃发展，基础设施大幅增加。“十三五”时期，中国通用机场将达到500个以上，通用航空器达到5000架以上，飞行总量达到200万小时，飞行员将达到7000人。

近日，民航局还特别印发《通用航空发展“十三五”规划》，这是中国行业管理部门第一次出台通用航空五年专项规划。

据了解，通用航空是指使用民用航空器从事公共航空运输以外的民用航空活动，包括从事工业、农业、林业、渔业和建筑业的作业飞行。《规划》指出，通用机场是通用航空发展的根基，鼓励枢纽运输机场所在城市建设综合性通用机场；同时，优先支持支线机场增设通用航空设施，拓展业务范围。

充分考虑中国通用航空发展的结构性失衡等问题，通用航空“十三五”规划提出，力争在公共服务和新消费领域取得突破：首先要大力推广短途运输，满足支线航空难以到达、交通不便的偏远地区交通出行需求。

其次，在新消费领域，大力推动航空旅游发展，着力推动航空运动发展，推动竞赛表演、休闲体验、运动培训等重点领域发展，在条件成熟的城市或地区初步形成“200公里航空运动飞行圈”；积极推进私人飞行、航空俱乐部等发展，释放新兴消费潜在需求。
