  今年1月共享单车平台摩拜单车宣布获得富士康战略投资,双方将在单车车辆设计生产、全球供应链整合等领域进行全方位合作。而富士康则会专门开辟摩拜单车生产线,预计年产可达560万辆。

  押金不能直接退还 数亿款项缺监管


  共享单车领域确实是一块诱人的大蛋糕。就连大名鼎鼎的郭台铭也想来分一杯羹。其实很多资本看上了共享单车,不仅仅是因为这种新的业态具有非常大市场竞争力,实际上,使用共享单车是需要预付押金的,而大量的活跃用户,也为共享单车平台,带来了数以亿计的庞大押金总额。这是一笔相当大的现金流。

  不过,我们也了解到,很多用户反映说,押金充进去容易退起来难,在一充一退的时间差里,共享单车平台,会用这笔庞大的资金做什么呢?这部分账户是不是处在监管的灰色地带呢?

  目前广州主要有4个品牌的共享单车,摩拜押金为每人299元,ofo单车的押金为99元,小鸣单车押金为199元,优拜单车押金为298元。以摩拜为例,去年12月活跃用户量已达313.5万人,每月活跃用户押金总额超过9亿元。

  但押金退款均不能实时到账,提交退款申请后要等待1到7个工作日才能成功退款。企业还要求,在押金申请退还期间,不能使用该公司共享单车。


  广州市民 赵先生 :“我觉得有点不值 ,压得太多了 。”


  广州市民 廖小姐:“现在还是一个无序的状态我觉得政府还有很多事情可以做的,你(企业)有多少台单车,收了多少押金,这里面有多少资金允许你做合理投资, 有一定比例要控制住, 作为风险保障。”

  有专家认为,单车平台收取押金的规则属于格式条款,如果收取金额过高,或退还日期过长,与平台对消费者应履行的义务不相匹配,则侵害了消费者的公平交易权,属于限制或排除消费者权利的“霸王条款”。
