近日，据媒体报道中国科学院外籍院士杨振宁、姚期智已放弃外国国籍，成为中国公民，两位教授日前正式转为中国科学院院士。
两位老人年事已高，也已在国内居住多年，虽然只是一个简单的手续流程，但此举仍然触动国人复杂的情绪点，热议不断。
我们的印象里，外籍人士获得中国国籍算是比较稀罕的，不过，记者通过搜索发现，放弃外国国籍而获得中国国籍的人士也不在少数。
（一） 建国后，不少国际友人加入中国国籍
记者发现，在建国后，曾经有一批国际友人先后入籍中国。这些人大都在战争年代就来到中国，参加中国革命。
1、马海德

马海德，原名George Hatem，性病和麻风病专家，阿拉伯裔美国人，1949年加入中国国籍，是第一位获得新中国国籍的外国人。
他早年参加中国革命，建国后，协助组建中央皮肤性病研究所，致力于性病和麻风病的防治和研究。

其中，华天为能代表中国参加2008年北京奥运会马术比赛，加入中国国籍。另外，还有房祖名、甄子丹等人也都因为事业发展，而入籍中国。

二、想要成为“中国人”，可以怎么办？
根据1980年中国人大通过的《中华人民共和国籍法》，如果一个拥有非中国国籍的人，要加入中国国籍只有这三种办法。
第七条规定，“外国人或无国籍人”成为中国人：1，你是中国人的近亲属；2，定居在中国；3，有其他正当理由。
第一条，我们可以理解成，为中国人寻找外国配额加持的光环。
第二条，如果你要定居在中国，前提是可以定居在中国。定居就是一直在中国住的意思，换一个词语，就是具有永久居留证。这个东西，在美国叫做绿卡，在这里，我们称为中国绿卡。

根据公开消息，2004年至2013年十年间，获得中国绿卡的总人数为7356人，每年才几百人。
三，以后外国人会更加容易成为中国人
近年来，中国开始展现出更加开放的姿态。
比如，在中国绿卡的获得方面，就开始降低门槛，让更多的外国人成为准中国人。
2015年，根据《外国人在中国永久居留审批管理办法》，中国公安部做出了延伸规定。
比如，扩大申请人的范围，包括在国家实验室、国家重点实验室、国家工程实验室、国家工程研究中心、国家认定企业技术中心、国家工程技术研究中心、外商投资研发中心等7类企业、事业单位，在这里工作的上述牛人，可以申请中国永久居留。

再者，一些地方上的政策也在进一步放宽。
比如上海。2015年，上海公布《关于服务具有全球影响力的科技创新中心建设实施更加开放的海外人才引进政策的实施办法（试行）》（好长的名字…），里面再次扩大了可以申请绿卡的人员范围。
认定的外籍高层次人才，持《推荐函》，可办5年有效期的工作类居留许可；3年后，经用人单位推荐，可申请《外国人永久居留证》。
政策立杆见影。2016年，中国公安部共批准了1576名外国人在中国永久居留，增幅达163%。
现在，中国“人口红利”正在消失，在全球化和自由贸易不可逆转的趋势下，引进更多外国人才实属必然。人才的国际化战略不只是将我们的人才送出去，也包括怎样将外国的优秀人才吸引进来。
降低“中国绿卡”的门槛，才会有更多地外国人留在中国。
