2月21日，京东集团（Nasdaq：JD）与陕西省政府在西安签署了《关于构建智慧物流体系的战略合作协议》，宣布将开展基于智慧物流体系、无人机通航物流体系、农村电商、跨境电商、互联网金融、传统物流体系升级等方面合作。
随着协议敲定，京东大载重长续航中大型无人机计划被曝光。这种无人机，载重量数吨、飞行半径300公里以上，是之前曝光的无人机的10倍。

京东集团首席执行官刘强东表示，“用无人机打造短途航空物流网络，大大降低了应用成本，不仅加速了商品下行的物流速度，更会给农特产品的上行提供更好的通道。”
值得注意的是，京东还将在陕西省政府的支持下在陕建设无人机飞行基地、参与陕西省通航物流机场建设运营。京东将依托云计算和大数据分析能力，参与陕西省大数据、通航产业等物流相关产业规划和平台建设等。
双方的合作期望在2020年左右，实现千亿级产业聚集，带动万人级就业。
京东无人机已经在宿迁、西安、北京等多地同时投入运营，并获四省飞行许可（具体哪四省未公布）。京东表示，与陕西的合作将打造示范性通航物流网络，向中国进行推广。
之所以选择在陕西，京东方面回复澎湃新闻称，因为陕西省有得天独厚的地理位置，陕西是中国航空工业的龙头，在航空器方面的研发具有很大的优势，也得到当地政府的支持。同时，西安是中国地理方面天然的中心，是连接中国主要城市最近的城市。
协议还透露，双方将打造全域无人机物流平台、无人机工程技术中心、智慧物流数据中心、中国低空空域综合管控平台、陕西省农产品电商供应链体系、京东智慧物流通航小镇等六大平台。
其中，无人机物流平台，不仅满足无人机通航物流需要，兼具农业、应急、大数据、辅助决策等功能。以西安为中心，可以选用多旋翼、垂直起降固定翼、飞艇、传统固定翼等机型，打造两小时城市配送生态圈。
