  中国驻缅甸大使馆24日通报,在中国驻缅甸大使馆工作组和缅甸警方的通力协作下,被围困的中方员工已于23日下午安全离开现场。据悉,目前5名带头肇事者已被缅甸警方扣押。


  中国驻缅甸大使馆正继续与缅方交涉,要求缅方采取有效措施,尽快恢复工厂正常生活生产秩序,依法惩处肇事者,切实维护中国公民和中资企业在缅合法权益。


  [两次罢工 缅甸籍工人提出这些要求]


  遭到破坏的“杭州百艺纺织制衣有限公司(缅甸)”位于仰光兰达亚工业区,在缅甸设厂并注册已有3年,共有10名中国籍员工和500名左右缅籍员工。


  记者23日下午5点半左右赶到工厂,看到大门附近有100多名缅籍人员,不允许记者拍照。

  陈红卫说,那名连续旷工、自动离职的员工为缅甸工会联合会成员。厂方与该组织协商时,缅甸工会联合会主席吴貌貌建议工厂继续聘用那名工人。另外,罢工事件还有其他领头人也是缅甸工会联合会成员。


  该厂设备维护人员周某某等人说,在第一次罢工前,厂内从来没有发生任何类似事件,偶尔员工之间发生点小摩擦,也没有什么影响,可以说事前毫无征兆,很可能是受人煽动。


  [被殴遭砸遇劫 中国籍员工从未还手]


  在23日的打砸破坏事件中,7名中国员工一度被困于工厂内,至下午5时左右,经中国大使馆和警方交涉,7人获准离开工厂,但厂房仍被罢工人员占据。


  陈红卫说,其实从1月30日起,工厂一直处于被占状态,罢工人员吃住都在工厂里。他们不允许其他员工工作,不允许工作人员去仓库取制作服装辅料,还限制中国籍员工离开工厂。

  据陈红卫、中国籍女厂长徐女士、车间主任李某、设备维护人员周某等描述,中国籍男员工在3日至9日期间还曾被罢工人员殴打。


  陈红卫向记者展示了他9日遭殴打留下的伤痕。当天经协调,他得以离开厂房去医院治疗,此后不敢回去,只能藏在工厂附近,和里面中国员工通过手机联系。


  陈红卫和车间主任李某都说,中国籍员工一直保持克制,从没还手,因为对方动手的基本都是女员工,而男员工有可能在背后唆使,中国员工避免给对方留下把柄。


  设备维护员周某告诉记者,数百名罢工人员从22日晚间开始打砸工厂外面监控设备,23日早晨一些罢工人员戴上了口罩,随即发生了打砸工厂宣传栏、成衣面料仓库、中方员工食堂的事件。


  随后,罢工人员还到中方员工宿舍洗劫行李箱,劫走一些贵重物品,并砸毁厂内汽车数辆。按照被困中国员工描述,男员工宿舍内的财物基本被洗劫一空,但没有发生直接肢体冲突,女员工基本没有财物损失。

  中国驻缅甸大使馆23日夜间通过网站发布公告,使馆负责人当天紧急联系缅甸中国外交部、内政部、仰光省政府,就服装厂遭不法分子冲击事件向缅方提出严正交涉,要求缅方立即采取有效措施,确保中国公民人身安全和中资企业财产安全,并依法惩处肇事者。


  缅方承诺,政府会依法保护中国企业和人员的安全和权益,将尽快妥善处理有关问题。
