原本以为强制购物只是普通消费者的待遇，不料，近日，云南省副省长的遭遇竟与一般游客一样。
据《人民日报》报道，春节前，云南省副省长陈舜以普通游客的身份参团旅游，所见所闻让他深受刺激。在一家旅游购物商店，游客享受到“一对一”服务。说白了，所谓“一对一”就是人盯人，游客购物达不到一定金额，甭想走出店门。“团里有老有小的，这种事商家也干得出！”
其实，这种事商家当然干得出，也一直在干。只不过，在没有切身体会之前，副省长缺乏直观的感受而已。抹掉了身份、头衔的副省长，混杂在旅游团里，也就是一个普通游客，享受人盯人购物服务，一点也不奇怪。这表明，云南省旅游秩序的混乱，并不是几只苍蝇偶尔盯盯“有缝鸡蛋”的小概率事件，而已成为常态化的现象。
无论是一再发生的丽江“游客被打”事件，还是副省长亲身体验的强迫消费，都不完全是个别、孤立的事件。他们都对应着更为丰富、复杂的现实环境，是一个“类型化”的问题。何况，对于管理者而言的“极个别”，一旦放置到某些具体的游客身上，则意味着实实在在的“灾难”。
人民网旅游315投诉平台的最新数据显示，在来自中国各省的旅游投诉中，云南旅游投诉率从2014年开始，已连续三年“霸占”中国榜首。仅2016年，该平台共收到797条投诉，其中云南就有316条，占到4成。但与之形成鲜明反差的是，在投诉量剧增的情况下，云南省2016年一季度投诉回复率竟然为0。
这样一组数据，照见的是当地旅游环境由来已久、盘根错节的乱象，以及管理者让人难以置信的傲慢。
难怪云南省长阮成发在2月10日召开的云南省政府常务会议上怒问：“有些购物店之所以那么嚣张，为什么就关不掉呢？背后有人吧！”可见，现象出在购物店、出在景区，根子仍在于地方政府部门的履职态度与治理决心。
当一个地方的经济高度依赖旅游，当每个向往“彩云之南”美景的客人首先被视为“鱼腩”，当诸多部门、官员都深涉旅游利益链条难以自清，当一个副省长一旦失去身份的庇护就会遭到强购，则云南旅游的救赎之路注定会变得异常艰难。
而无论多么艰难，也应该狠狠整治了。切断旅行社、购物店和导游、司机之间的灰色利益链条，解决行业的深层次痼疾，不能再推、拖、等、磨了。
