向黄淳买官的十多名公安局中层干部，目前有一人被立案审查，其他人正在调查处理中。
他们都买到了什么官呢？

其中，让人印象最深的就是县公安局某大队长蒋某，他先是花5万元谋到了城区一派出所所长的位置，随后，为感谢并继续取得黄淳的照顾，继续送出24万元。
据常德市纪委调查，其中20万来自蒋某所在派出所的小金库。蒋某在任派出所所长期间，小金库主要解决两个问题：一是给领导送钱，二是平时办案过程中一些不好报销的费用。小金库的钱都是找管辖的宾馆、酒店、茶楼收的“保护费”。
除了卖官，逢年过节，黄淳还大肆收受红包礼金30多万元，其中大部分来自公安干警。
不过，这钱也不是个个收得那么顺利。2015年9月，黄淳离开安乡县副县长、公安局局长的位置时，出现个别干警堵着他讨钱的情况。
办案人员介绍，有个干警在安乡公安系统内部叫“9800”，意思是给黄淳送了1万元，当时担心自己受到违法追究，就抽了200元出来，最后还是没提拔，就找到黄淳把钱要了回来。还有追到黄淳老家津市李家铺乡要他退钱的，这都成了安乡公安系统的一个笑柄。
俗话说“上梁不正下梁歪”，如果上面的领导行为不正，下面的人也会有样学样，滋生各种腐败问题也就见怪不怪了。
腐败蔓延
副局长也倒在工程建设上
作为公安局“一把手”的黄淳不以身作则，不严格要求部下，必然会导致内部监督失灵，腐败蔓延。
2013年，安乡县公安局启动业务技术大楼和“两所合一”（即拘留所和看守所）的工程建设。黄淳利用职务之便，为建筑商谋取利益，收受人民币和美元合计40余万元人民币。
而他的搭档——安乡县公安局原党委副书记、副局长李光洪也倒在了工程建设上。跟黄淳一样，李光洪也是利用职务之便，为建筑商谋取利益，大肆收受贿赂。其中大部分都用在了儿子的新房装修和婚礼上。
如果说宠溺儿子是李光洪思想防线的突破口，那黄淳的老婆贤惠，女儿优秀，完全不成为其贪腐的理由。
“他老婆比较知书达理，没有参与收一分钱。只要她在家里，原则上不准进门给她送一分钱，安乡公安系统都知道找他老婆是不行的。”办案人员说。
自己不缺钱，家人也不允许他贪钱，那黄淳卖官、受贿的动机是什么？他认为：“帮忙求人，送点人情；工程施工，得点小利，好像这个社会都是这么搞的。”
“这是典型的权力观扭曲，自我放纵。”办案人员说，“实际上他缺什么钱呢？就一个女儿。十几套房产，又没有去住，可能自己都忘了自己的房产在哪。”
目前，黄淳和李光洪都被开除党籍和公职，涉嫌犯罪问题及线索移送司法机关依法处理。

盯紧“一把手”，围绕“三早”抓落实
“当‘一把手’特别是时间一长，就容易自以为是：一是‘一把手’缺乏监督，二是‘一把手’不喜欢监督，三是的确存在监督层面的缺失。”这是黄淳对自己的剖析。
据李光洪说，这3年党委会开得少，一年也仅有两三次，而且基本上没有强调党纪党规，党内的纪律监督没有起到真正的作用。思想一旦出了问题，再好的制度也就成了一纸空文。
针对该案暴露出来的问题，常德市纪委副书记、市监察局局长向才焰表示，下一步纪检监察机关将从健全制度、完善机制着手，紧紧围绕“三早”较真抓落实。
一是严明纪律“早防范”。 加强廉洁文化建设，用浓厚的廉洁文化引导领导干部廉洁从政。
二是发现问题“早纠正”。严把领导干部提拔使用廉政审查关，防止“一把手”“带病提拔”、“带病上岗”，坚决落实监督报告制度。
三是违纪违规“早查处”。将坚持“纪”在“法”前，对有问题苗头的干部早发现、早提醒、早查处，防止小问题变成大问题，用纪律管住“大多数”。

让卖官者人财两空
想提拔，拿钱来；想保位，拿钱来；钱不达标？没戏！显然，黄淳将权力当作了一种稀缺的资源，充分“运用”了市场经济中的交换原则，及时将手中掌握的稀缺资源成功变现并解缴“入库”。
在某些人眼里，“花钱买官”是飞黄腾达的阶梯，也是发家致富的捷径，更是光宗耀祖的快车道。但欲让一个人灭亡，必让一个人疯狂，黄淳最终得了一个现世报，这看似是他“命运不济”的偶然，实则是他美梦破灭的必然。
卖出去的官，从根子上决定了买官者绝对不会为人民服务，只会为人民币服务。当买官卖官成为风气，买官者自然一心想把本钱给捞回来，而卖官者也会更加疯狂地敛财谋利，如此恶性循环，必然践踏党纪国法、挑战执政底线、淹没道德良知！
惩治“买官卖官”，须从源头追溯。首先解决好制造交易机会的“需求”市场问题，让“买官者”得不偿失、心存敬畏；其次要针对“供给”市场出重拳、下猛药，让“卖官者”人财两空、望而却步；第三更要着力改善现有的权力生态，抓住“关键少数”，规范权力运行。
我们说“把权力关进制度的笼子”，从来不是权力自己的选择，而只能是制度设计的结果。如果说通过严查严办、高举高打，可以使一些权力者“不敢腐”，那么真正要实现让人“不能腐”，就只有通过科学的制度设计，并付诸严密的实施。“不敢腐”、“不想腐”，可能只是一念之间，而“不能腐”，才是制度反腐的根本。
