2016年2月，中国房地产报以《真假韩国现代疑云 “现代”集团邯郸多项目烂尾》报道已1年，本报再度实地调查发现，不但现代（邯郸）国际汽贸城配套项目工程和现代·海棠湾等5个住宅小区并无多大改观，所有烂尾项目基本停滞，而深陷业主维权、追债纠纷中，所涉部分房产等财物被法院查封冻结。

政府被骗6亿元
现代（邯郸）国际汽贸城会展中心开业距今4年多，汽车贸易经营也没“红火”起来，原本的“建成后将成为晋冀鲁豫四省最大的汽贸城”梦想落空；与之一路之隔的汽贸城配套项目工程也没看到复工的迹象，“世界500强”“现代总部基地”广告牌上字样虽然经过涂抹处理，仍依稀可见。

据知情人介绍，现代（邯郸）国际汽贸城会展中心开建时得到了政府及各部门鼎力支持，因为是“世界500强”重点招商引资项目，仅地方财政配套补贴就达6亿多元。
邯郸市财政局2011年至2013年之间，先后下达了关于现代（邯郸）国际汽贸城项目基础设施建设配套资金5份文件，分别是邯郸市财政局邯财建（2011）88号、（2011）140号、（2012）14号、（2012）222号、（2013）14号，返还配套财政资金分别为11882.37648万元、16154.957312万元、10481.697616万元、3669.805256万元、18909.566888万元，共计61098.433536万元。

邯郸市财政局对现代（邯郸）国际汽贸建设项目下发配套资金，字里行间无不充斥着对“世界500强”的鼎力支持。除此之外，外资“现代”还享有各种减免税负的优惠。
邯郸市政府一工作人员接受采访时表示，关于“世界500强”现代汽车贸易城项目没有听说过，也不清楚有这个项目。
目前，邯郸市政府深陷尴尬处境也是有苦难言。2015年5月11日，韩国现代集团子公司韩国现代工程建设株式会社北京代表处出具一份《证明函》显示：“现代建设株式会社从成立至今，没有对中国河北省邯郸市进行过任何方式的投资及施工项目。”
债权人朱永刚说，现代（邯郸）项目长期停工。2015年春节过后，债务人康耀江一直躲避不见，无奈之下，考虑到现代（邯郸）项目是韩国现代公司的子公司，就去北京找到现代建设北京代表处协商清偿债务之事，该代表处明确表示，韩国现代集团根本没有在邯郸投资和建设任何项目工程，并出具了书面证明。
据中国房地产报记者进一步核实，韩国现代工程建设株式会社北京代表处属于合法登记机构，是韩国企业常驻中国代表机构；允许从事与韩国企业有关的非营利性业务活动。
真韩国现代集团现身证明，假“现代”即可现原形，所谓“世界500强”的现代（邯郸）集团公司是一个不折不扣的冒牌货。那么，“现代（邯郸）集团”旗下的那些所谓河北省、邯郸市重点项目工程，就显得无比的尴尬。
耍“老赖”欺上瞒下
“现在别说交房子了，开发商都找不到，部分房产都抵债被法院查封了。”滏阳原著项目刘姓业主对中国房地产报记者说。
目前，现代（邯郸）物流港开发有限公司、现代（邯郸）房地产开发有限公司、现代（邯郸）置业有限公司，所开发的现代汽贸中心（配套工程）、现代系列住宅小区基本停工烂尾，又因债务太多，部分房产已被法院查封冻结。
根据强制执行文书显示，因现代（邯郸）项目欠债抵押被法院查封的房产有：现代海棠湾50套，1.3万多平方米；现代奥城0.18万平方米；滏阳原著5、6、9、10、11号楼及部分物业、商业店铺；总部基地27层写字楼的7、8层等。
据债权人朱永刚介绍，现代建设投资集团有限公司（香港）进驻邯郸，并设立现代（邯郸）房地产开发有限公司等三家关联公司后，多有经济来往，有借也有还，至2016年11月16日累计借款112777.6228万元，利息18308.0423万元，本息合计131085.6651万元，且双方为此也达成强制执行公证协议。
虽然债权债务明确，由于债务人耍“老赖”并没按时履行义务。根据邯郸市诚信公证处（2015）邯诚证执字第1066号、（2016）邯诚证执字第10号强制执行公证，人民法院依据债权人申请，依法对债务人邯郸市滨河房地产开发有限公司、第三人现代（邯郸）房地产、现代（邯郸）置业、现代邯郸物流港公司所抵押担保财产实施查封冻结。
朱永刚接受中国房地产报记者采访时说：“我与现代（邯郸）房地产开发有限公司这三家公司及其实际控制人康耀江、康军法打交道颇深，私交也不错，又是全额债务担保人，不然也不会有这么大的经济交往，再加上世界500强现代集团投资建设，也不怕他们欠账。没想到情况是这样。现在我后悔莫及，这个 韩国现代 彻底把我害惨了。”
曲线拿地均被“套”
2008年下半年，自称“韩国现代建设集团”的企业通过引资招商，多次与邯郸市政府接洽。在那个以吸引外资为荣的年代，邯郸市政府对引入这样的“世界500强企业”自然很兴奋。接下来的一系列考察、“认证”、签约过程，也让邯郸市政府对“韩国现代集团”的身份深信不疑。
2009年4月，邯郸市政府组团到韩国考察。同年6月22日，邯郸市政府再次组团入韩，举行了“现代（邯郸）国际汽车贸易城项目”签约仪式。
邯郸市政府组团在韩国考察时，中国和韩国双方洽谈是在韩国现代集团总部现代大厦进行的。其实，现代大厦也就是相当于写字楼，属共享办公空间，只要出钱，任何商业交流会谈均可共享租用。
此外，韩方提交的“错误”翻译文本资料，没被及时发现，也使得邯郸市政府深信不疑。

2010年1月4日，现代RNC建设有限公司（韩）授权韩国人YOUNG LYUL KIM（金永烈），“代为签署在中国河北省邯郸市购买土地的所有文件”。同年1月10日，又授权现代建设投资集团有限公司（香港）“代理行使其与邯郸市政府签署的建设项下权利及义务”。
值得注意的是，在此次现代RNC建设有限公司（韩）所出具的两份授权书中，中方所拿的翻译文本中，本应译为“现代RNC建设有限公司（韩）”的公司名称，被译成“现代建设（集团）有限公司（韩）”。
2010年2月，韩国现代建设集团向邯郸市政府提交了书面资料，即该公司在韩国注册的《营业执照》（法人《公证书》和中国驻韩国大使馆认证书（韩、英文译件）原件及中文译本。
2017年2月7日，经多家权威机构重新翻译认为，该公司中文名应译为：现代RNC建设有限公司（Hyundai RNC Construction CO.LTD。）或现代RNC建设（株）而不是现代建设（集团）有限公司。此公司与韩国现代集团并无关联关系。
中国房地产报记者调查发现，不但邯郸市各级政府及各部门受骗，而且当地银行、信托公司、施工企业、个人融资、业主等相关当事人也深陷其中，涉案纠纷高达数十亿元。
以“世界500强”名义进行粉墨包装后，从韩国到中国投资，又没设立项目公司，却轻易签约了项目建设合同；又从韩国辗转到香港注册公司，再从香港迂回到内地设立了港资企业，并以韩国企业的名义开发建设，这就是“外商”游戏链条。
