　　作为十八大以来落马的“首贪”，白恩培受贿高达2.47亿元，主要来自于房地产开发、获取矿权、职务晋升方面牟利。记者梳理发现，前两方面，官方已经公开披露了代表性行贿人物，而高劲松则是首个获官方证实的行贿干部。

　　至此，白恩培的受贿拼图终于完成。

　　高劲松行贿后升任书记

　　2015年4月20日，记者独家披露了高劲松被带走的一幕。

　　4月8日，在边城瑞丽召开的云南开放工作会议上，高劲松在媒体记者面前侃侃而谈。第二天，高劲松接到通知去省委开会。待其赶到后，有关部门当场宣布其因涉嫌严重违纪违法接受组织调查，随即被办案人员“控制”，全程用时仅十多秒钟。

　　开发商现身揭秘如何送钱

　　就在高劲松获刑的137天前，也就是2016年10月9日，白恩培案也尘埃落定。

　　安阳中院经审理查明：白恩培为他人在房地产开发、获取矿权、职务晋升等事项上谋取利益，直接或者通过其妻非法收受他人财物，共计折合人民币2.46764511亿元。此外，还有巨额财产明显超过合法收入，不能说明来源。

　　最终，白恩培被判处死缓，且减为无期徒刑后终身监禁，不得减刑、假释。

　　由此，白恩培一举“拿下”了两个第一：十八大以来受贿金额最高的大老虎、首个获终身监禁的高官。“首贪”、牢底坐穿，就是指的他。

　　记者注意到，根据法院判决，给白恩培送钱的主要是三类人：房地产开发商、开矿商人，以及想晋升的官员。可以说，他们是白恩培所收2.47亿贿款中的主力军。

　　到底是谁给白恩培送了钱？从案发至今，官方陆续予以了披露。

　　至于给白恩培送钱的矿产老板，不是别人，正是四川富商刘汉、刘维兄弟。

　　在白恩培案落判的一年半前，也就是2015年2月9日，两人以犯组织、领导、参加黑社会性质组织、故意杀人等罪被执行死刑。

　　云南省政协原副主席杨维骏曾实名举报白恩培，其中一条就是“与私商勾结，大肆贱卖国家宝贵矿藏资源”。据他反映，在白恩培等人的主持下，云南许多宝贵矿藏资源如兰坪铅锌矿、东川博卡金矿等都没按市场规则进行交易。

　　以兰坪铅锌矿为例，“价值5000亿，让四川私人老板刘氏以10亿就控股百分之六十。”

　　其所称的四川私人老板刘氏，正是刘汉。据《财经》报道，2003年1月24日，刘汉旗下的公司以1.53亿元获得51%的股权，入主潜在经济价值过千亿元的兰坪铅锌矿，掌控了这个亚洲最大、全球第四大的超级矿区。

　　白恩培落马之后，《财经》发文称，早在2000年，刘汉就结识了白恩培，成为其座上宾。去云南省委大院拜年时，刘汉还送过翡翠手镯、钻石、名表等礼品。有时候送完礼就开始打麻将，刘每次会带10万元左右，输完钱才走。

　　2015年4月，中纪委机关编写了一本书，名为《领导干部违纪违法典型案例警示录》。该书精选了十八大以来查处的9起领导干部违纪违法典型案件，其中第二篇就是讲白恩培。

　　《权力和资本交换的典型样本——白恩培案件警示录》一文披露：白恩培很“精明”，不是什么人的请托都办，只有大老板才考虑；不是什么钱都收，只有“大手笔”能入得了法眼。

　　他的涉案行为绝大多数都是为老板在矿产资源、土地出让和房地产开发领域谋取利益，出手帮助老板一次，最多的收数千万元。在白恩培的干预下，一些土地被贱卖给了商人，双方从中获利巨大。干部群众背后骂他是“崽卖爷田心不疼”。

　　记者还注意到，高劲松为谋求职务升迁行贿的200万港币，并非直接送到白恩培手中，而是先后两次通过白恩培的妻子张慧清送达。

　　《永远在路上》指出，在云南主政的十年里，白恩培频繁利用矿产、土地和房产等开发项目收受钱财，他的妻子张慧清也在其中扮演了极不光彩的角色。

　　白恩培在“忏悔录”中写道：“我在前边办事她在后边收钱。有时还有意创造条件让她打着我的旗号去搞权钱交易、接受贿赂。”

　　《白恩培案警示录》指出，其以姻亲血缘结成“腐败共同体”，他不直接收受钱物，而是由其妻张慧清当“收银员”，由张的两个表弟具体办事，其中一个负责在商人和官员中居间协调，另一个管理资金和物品。一个行贿人说：“他们实在是贪婪到了极点。”

　　澎湃新闻此前报道称，白恩培引发云南政界哗然的第一件事，是关于其妻的任命。青海的服务员张慧清在跟随白来到云南后，进入云南电网公司，并于2007年6月18日被任命为云南电网公司党组书记，一举迈入正厅级。
