  南方网讯(全媒体记者/周欢)除了深圳宝安国际机场,在珠三角湾区世界级城市群的东部,未来有望再现一座千万人次级别的“巨无霸”机场。这个机场正是处于深圳、东莞、惠州经济圈(3+2)地理中心位置的惠州。


  2月24日,在惠州市委十一届二次全会上,惠州市委书记、市人大常委会主任陈奕威提出,要抢抓省加快“五大干线机场”建设的机遇,按照“新三步走”战略,加快推进惠州机场建设,尽快实现旅客吞吐量100万、500万、1000万的目标。


  而就在不久之前,广东省委、省政府已经明确,在机场方面,珠三角要在广州白云、深圳宝安、珠海机场改造扩能的同时,谋划建设惠州机场和珠三角新干线机场。惠州建设大机场迎来空前的机遇。


  “深圳、东莞、惠州经济圈的经济发展势头强劲,人口规模和航空运输市场需求庞大。”专家表示,随着深圳、东莞、惠州一体化以及未来广州、深圳机场的业务外溢和航线转移,惠州机场大有可为。高标准做好惠州机场的远期谋划,加快建设航空大港,将可促进航空客运、空港物流等发展。

  惠州机场可覆盖深圳、东莞、惠州经济圈逾千万人口


  自2015年2月恢复民航以来,“爆棚”的人流、物流让惠州机场这个珠三角支线机场很快就突破了设计容量。两年来,惠州机场已开通11条航线,旅客吞吐总量近百万人次。


  这背后是珠三角这个中国乃至全球经济最活跃的地区之一对于航空运输的旺盛需求。


  早在2016年初,中国民航科学技术研究院民航发展研究所发展规划室主任张越就曾表示,惠州机场通航后客流量很大,预计很快就会达两三百万人次。他认为,伴随着深圳、东莞、惠州一体化,惠州机场可按照“深圳第二机场”进行远景规划。因为深圳机场的空间容量有限,溢出来的业务未来要惠州承担,可以支撑惠州机场成为珠三角重要的干线机场。


  “一座空港水平与一座城市品质紧密相连,也与一个区域经济社会水平密切相关。”惠州市政协委员杨择郡向记者表示,区位优势和城市品质呼唤惠州要规划建设更多航线、更大吞吐能力的机场。


  谋划千万级大机场,惠州机场确有不少有利条件。除了覆盖本市范围,惠州机场还可辐射周边地区,如河源、汕尾、东莞东部、深圳东部,覆盖人口超过1000万。


  同时,大机场建设需足够的土地及开阔的地形地势,在深圳、东莞、惠州区域中,只有惠州具备这一优势。而惠州机场本身已预留了较大的后备空间,潜力大。


  记者了解到,惠州正推进惠州机场改扩建及配套道路建设,积极拓展新航线,并筹建航空口岸、航空保税园区,还将开通国际航线,打造航空大港。


  “深圳东进”下惠州空港建设站上新风口


  从珠三角来看,深中过江通道建成后,深圳机场辐射范围可拓展至江门及中山,面临旅客饱和,将要分流至惠州机场或未来的第二机场。


  按照规划,深圳机场“十三五”将打造为国际航空枢纽,到2020年要增开48条国际航线。随着向国际化、高端化转型,其部分国内航线未来将要转移至惠州。特别是在深圳东进战略下,惠州航空大港建设站上了新风口。


  “广州和深圳在航空业及海运业上,客运及货运量已进入饱和期,将需要向邻近城市扩展。”来自澳门商贸物流业的惠州市政协委员赖卓乔认为,惠州毗邻深圳和广州,位置上占了相当大的优势,而惠州机场复航后航班数不断提升,比较便利。


  惠州市跨境电子商务行业协会常务副会长、广东致远国际贸易股份有限公司董事长刘祖向说,惠州机场区位优势明显,随着“十三五”期间高铁、城际轨道等交通网络进一步完善,加上惠州港口,可形成海陆空联运联动。届时,惠州作为广州、深圳等一线城市航空业务挤出效应的承接地,跨境电商物流集结分拨优势将更明显。


  将成珠江东岸及粤东地区重要干线机场


  深圳与惠州的机场合作,作为深圳、东莞、惠州一体化发展的重要内容,很久之前就被提上议程。


  早在2015年,深圳、东莞、惠州三市审议通过的《深圳、东莞、惠州交通运输一体化规划》明确,到2020年初步形成由深圳、惠州机场共同组成的功能定位清晰、业务分工明确的区域机场系统,深圳机场初步成为国际性航空枢纽,惠州机场作为区域重要航空枢纽的作用更加突出。


  这份由交通运输部规划研究院、中国民航科学技术研究院等机构编制的规划认为,惠州机场将发展成为珠江口东岸及粤东地区的重要干线机场,近期主要接受深圳机场溢出需求,服务深圳东部、惠州以及梅州、河源等粤东地区,服务旅游和二线城市,提供旅游航线或季节性包机等服务。


  该规划还明确,实施惠州机场整体改扩建工程,对惠州机场飞行区按4C标准进行改造和扩建(最终规模按4E标准)。同时,鼓励和支持深圳机场集团与惠州机场管理方紧密合作,全面参与惠州机场的前期建设和后期运营管理。


  惠州学院珠三角经济研究中心副主任胡瑞卿教授告诉记者,若惠州机场加快扩容提质(包括客运和货运),或与深莞等地共建共享,将可打造成粤东空港枢纽。惠州建设大机场,不单可以方便市内和粤东、河源等地居民出行,还可缓解深圳机场的压力。“要积极主动谋划,加强与省有关部门、相邻市区协调。”


  业内预计,未来深圳、东莞、惠州经济圈若携手发力,将可创造又一个“巨无霸”机场。届时,珠江东岸有望出现分别主打国际、国内航线的机场“双雄”。
