当日，汾酒集团董事长李秋喜与山西省国资委签订了“军令状。”签约仪式上，山西省国资委主任郭保民与李秋喜，在《2017年度经营目标考核责任书》、《三年任期经营目标考核责任书》上分别签字，责任书签署后，如果李秋喜无法完成任期目标，将面临辞职风险。

据公开资料，王一新出生于1965年12月，湖北省英山县人。1987年从武汉大学历史系毕业后，22岁的他进入中国海洋石油总公司，并在此度过了17载青春。
在中海油渤海公司干了6年秘书工作后，1993年开始，王一新转行成为一名“新闻人”，进入中海油下属的中国海洋石油报社，历任采编部主任、记者部主任，副总编辑职务。三年后他重返中海油，8年时间里先后任办公厅副主任、主任，总经理工作部总经理。
2004年，时年39岁的王一新迎来仕途转折，弃商从政远赴海南出任省政府副秘书长、研究室主任，2007年5月调任海南省农垦总局局长，历任海南省农垦总局局长、党委书记，省农垦集团有限公司董事长、党委书记等职。2013年1月，王一新来到山西出任副省长，至今已是第四个年头。
山西省政府官网显示，王一新在省政府领导班子六名副省长中排名第四，主要负责工业经济、国有资产管理、科技、金融、等方面工作。今年1月起，他兼任省国资委党委书记。
随着十八大后反腐的推进，山西成为“塌方式”腐败重灾区，煤炭业背后的官商勾结等现象也逐渐暴露。从大环境而言，由于经济下行压力大，煤炭产业产能过剩，煤炭价格低迷，山西经济发展面临着严峻考验。历史上一度辉煌的晋商，亟待“脱胎换骨”。
如何重振晋商？王一新认为，“必须背水一战”。
他曾多次在公开场合“自揭家丑”，直陈山西经济出现的问题，还曾批评晋商“不少企业家喜欢单打独斗”。
在2月9日的山西省国有资产监督管理工作会议上，王一新发表长达两万多字的长篇讲话，其中主动揭短，并提出改革建议。
对于传统的煤炭经济，王一新说，“我们不能简单地自暴自弃，认为煤炭没有未来，但如果我们仍然活在‘挖煤卖煤’这种低端的生产经营方式上，坐等煤炭行情的到来，那我们就真的危险了”。

去年7月，在山西省国资委主导下，汾酒集团为山煤集团促成了23亿元的资金担保，一解负债严重煤企的资金困局。
同期，王一新还带领山西七大省属煤炭企业和两家民营煤企，进京来到北京市金融街路演，并高调站台。王一新对此毫不避讳：“政府为企业站台，是政府应尽的责任。”
该路演由王一新亲自主持，他还为企业背书：山西企业没有发生一例债券违约。
王一新还在会上澄清一家违约企业与山西的关系，称“前不久，有一支叫做中煤华昱的债券发生了违约，是个央企，但因为它是在山西的企业，所以我们山西省背了黑锅。”
