荆州市沙市区内泊湖，列入了我省第一批受保护湖泊名单。近日，当地环保人士发现，湖中正在建设光伏发电设施，曾栖息于此的野鸭都飞不见了。湖泊保护志愿者们纷纷在网上表示惋惜并呼吁：停止在湖泊内搞开发！
昨日，楚天都市报记者了解到，该起事件有了新进展：沙市区水利部门已叫停这一涉及内泊湖的“渔光互补”发电项目，责令施工方先自行拆除相关设施并等候处理。据悉，该项目总投资约十亿元，目前已投入约3000万元。

受保护湖泊里竖起大量柱桩
内泊湖位于荆州市沙市区观音垱镇，与我省“五大湖”之一的长湖仅一堤之隔。
最先发现内泊湖异常的是网友“东篱先生”，他在本月初发出的网帖称：“原来满湖的芦苇等水生植物不见了，取而代之的，是湖中竖起的密密麻麻的柱桩。”
“东篱先生”是一名环保人士。20日晚，他告诉记者，每年冬季他都会到内泊湖拍摄野鸭，“湖泊生长着大量水生植物，是野鸭等水鸟的天堂，冬季会有上千只野鸭到内泊湖里觅食栖息，有绿翅鸭、斑嘴鸭、赤膀鸭等品种。由于湖中施工打桩作业，扰乱候鸟的正常生活，野鸭被迫飞到附近的荷塘、稻田里。”

网帖发出后，很快引起更多湖泊保护志愿者的关注。有网友查悉，内泊湖面积约1.01平方公里，是湖北省公布的首批受保护湖泊之一，按照《湖北省湖泊保护条例》规定，在湖泊保护区内，禁止建设与防洪、改善水环境、生态保护、航运和道路等公共设施无关的建筑物、构筑物。志愿者们纷纷呼吁“停止内泊湖的开发项目”。

总投资十亿 去年11月开建
2月23日，记者来到位于沙市区观音垱镇内泊湖。站在大堤上远望，湖中有序地竖起了大量柱桩，直径约40厘米，伸出水面1米有余，绵延不断，蔚为壮观。
稍远处的湖中央，有类似钻井台的打桩船停泊，但未见施工。湖边村民老朱告诉记者，“这片湖分为东湖和西湖，先前曾包给私人养殖。”他说，目前打完桩的主要是西湖部分，工人们说要搞光伏发电项目，去年11月底开始有施工队进来，“一两百人，个把月就在湖里竖满了柱桩”。
进到内泊湖旁的村湾内，有操外地口音的施工工人在闲聊。他们指着一处正在搭建的小楼说，“这是将来的发电办公楼，听说环保要来检查，都暂时停工了，不盖楼，也不再出船打桩了”。
昨日，记者查阅沙市区观音垱镇官方网站发现，内泊湖“渔光互补”项目工程于去年11月上旬举行开工仪式，总投资9.9亿元，25年总发电量26亿度。网站称该项目是“农、渔、光互补”，利用内泊湖渔场优势资源，打造高效设施农业、渔业、观光、旅游与光伏发电一体化主体产业。
而记者从相关部门获得的文件也显示，省中国国家发展改革委员会于此前也出具了企业投资项目备案证，共分为两期，投资额均为49499.7万元，总计近十亿元。荆州市沙市区农业林业水利局、国土资源分局及规划、电力、环保等部门也曾就该项目出具相应文件，如环保部门出具的“项目环境影响评价问题的说明”称，环境影响评价还在办理中。
沙市区环保分局负责该项目环评行政审批的吴科长告诉记者，今年春节前确实接到企业的环评申请，按照程序需要前期对该项目进行公示，“目前来看，该项目在公示期间已受到相关质疑，特别是省市水利部门认定其有违反法规之处，所以此次环评不会通过”。

项目系当地招商引资引进
楚天都市报记者采访得知，内泊湖“渔光互补”项目由荆州市信达光伏科技有限公司实施，目前施工交由甘肃安装建设集团公司负责。
甘肃建设的项目负责人王国辉介绍，从去年11月底率人进驻这里，为抢工期加班加点干，原计划是在今年4月底前做完项目的一期工程，一期设计发电量为30兆伏，“突然说停工后，我们两三百人每天闲着，急死了”。
王国辉称，作为前期工程的安装方，他们投入了近3000万元。“据说项目手续基本都有，就差一个环评手续。如果项目真的无法继续，这些钱不是打了水漂？”
作为该项目的业主方，信达光伏科技有限公司负责人孟凡魁向记者解释称，光伏发电本就是绿色环保，而且列入了定点扶贫，“项目是两年前区政府招商引资引起的，省中国国家发展改革委员会也有立项。水面发电，水下还能从事特种养殖，‘渔光互补’肯定能带动地方经济发展”。孟凡魁称，这个发电项目的经营权是25年左右，“到时候项目结束，我们还会恢复湖的原貌”。

湖面光伏发电未经审批
内泊湖光伏发电项目经网络披露后，迅速引起各级部门高度重视。
2月8日左右，荆州市水利局派出水政监察执法人员赶到现场调查，认为该项目“确实存在触犯水法规的一些条例问题”，并责成沙市区水利部门作出调查处理。而荆州市沙市区环保分局也证实，该起开发项目并未获得环评审批，涉事企业开工建设属于“未批先建”。
2月17日，省湖泊局湖泊管理综合处人士针对此事回应称，经调查，内泊湖“渔光互补”项目审批手续并不完备，已责成相关执法部门督促相关企业停工整改。该人士还强调，目前我省水利部门未批复过任何一家公司在湖泊水面开展“渔光互补”光伏发电，“只在漳河水库和熊河水库有相关试点，利用水库的坡边搞小规模试验”。

企业已着手自行拆除施工
记者昨就此事采访荆州市及沙市区水利部门得知，经水政监察执法介入，内泊湖光伏发电项目企业已开始着手自行拆除湖中的相关设施。
沙市区水政监察执法队韩大队长告诉记者，按照《湖北省湖泊保护条例》相关规定，已责令施工方停止违法行为，限期恢复湖泊的原状。韩大队长称，26日他们已再次前往现场，督促企业施工方先期自行拆除内泊湖中的柱桩。“按照相关处理程序，拆除应该先是责令企业方自行实施，如果自拆不顺利，会再由执法部门组织拆除。”
昨日，孟凡魁也向记者表示，他们服从水利执法部门的处理决定，已着手自行拆除湖面设施。
