为筹钱买官，有人收“保护费”、设小金库
向黄淳买官的11名县公安局中层干部中，目前蒋中福已被立案审查，其余10人正在接受调查处理。

29万元不是个小数目，这钱从哪儿来呢？据常德市纪委调查，其中20万元来自深柳派出所的小金库。那小金库的钱又是从哪儿来的？“找辖区内的宾馆、酒店、茶楼收‘保护费’。”侯宏栋说，派出所所长收“保护费”，极大破坏了公安干警的形象和党群干群关系。
一把手失守，政治生态遭破坏，腐败蔓延
“当一把手时间一长，就容易自以为是。一是一把手缺乏监督，二是不喜欢监督，三是的确存在监督层面的缺失。”黄淳在剖析自己的违纪问题时说。
“权力一旦失去监督，制度形同虚设，必然导致违规违纪行为发生。广大党员干部特别是领导干部一定要树立敬畏法纪的意识，以身作则，做遵纪守法的表率。”常德市纪委副书记汤杰告诉记者，除了卖官，逢年过节，黄淳还收受红包礼金30多万元，其中绝大部分来自公安干警。
2010年1月至2012年8月，黄淳在任澧县公安局局长期间，收受澧阳镇派出所原所长熊某等15名干警的红包礼金及物资折款6万元。
2012年9月至2015年9月，黄淳在任安乡县副县长、公安局局长期间，收受禁毒大队原大队长陈某等34名干警礼品礼金折款23.36万元。
党委书记是一个单位管党治党的“第一责任人”，作为公安局党委书记的黄淳不以身作则，不严格要求部下，必然导致整个公安局风气不正，也必然导致公安局内部监督失灵，腐败蔓延。
2013年，安乡县公安局启动业务技术大楼和“两所（即拘留所和看守所）合一”的工程建设。黄淳利用职务之便，为建筑商谋取利益，收受贿赂人民币41万元、美金1万元。
