原吉林省公主岭市市委常委、市纪委书记罗日辉，因助开发商陈某在落实土地相关政策和手续问题上协调开发、获益，上述开发商一次性为其购买了杭州市西溪蝶园小区的四套商业营业用房，受贿总金额达1563万元。
吉林省纪委出具的情况说明证实：在陆续接到反映罗日辉涉嫌违纪违法线索后，纪检部门对罗日辉进行了函询，但罗日辉均未如实向组织交代，直到行贿者承认行贿事实后，罗日辉才开始供认。
最终，法院认定罗日辉受贿及非法所得共计1892万元，被判处有期徒刑十四年。日前，长春市政法系统一位官员向法晚记者证实，罗日辉已开始服刑并未上诉。
利用职务便利为开发商提供帮助
2009年10月，陈某（实际出资人）以其弟名义成立弘鼎公司，并在公主岭市开发弘扬裕府小区项目。期间，他与时任公主岭市委常委、纪委书记罗日辉相识。
2011年3月，担任公主岭市纪委书记，兼任公主岭市东部建设管委会党工委书记的罗日辉，主要负责组织协调和推进公主岭市重大项目工作，于是，他向陈某介绍公主岭市准备修建硅谷大街，陈某同意投资1.2亿元，而公主岭市政府则在范家屯镇出让一块土地给陈某参与经营的华川公司。
据罗日辉供述：在落实土地相关政策和手续问题上，陈某多次找他帮助协调尽快开发、获益。为此，罗日辉曾敦促范家屯镇书记赵龙举尽快上报土地方面报批相关手续，并找过公主岭国土局局长张某，督促尽快帮助落实相关事宜。
而公主岭国土局局长张某证实：罗日辉曾多次催促其将范家屯地挂牌出让。
2013年，陈某的公司拿到土地后，因地上违规建筑大棚没有清空无法进驻施工，陈某又多次找罗日辉帮助协调相关部门尽快拆迁，罗日辉向赵龙举打招呼后，赵龙举组织相关部门对该地块地上物进行了拆迁，使陈某的工程能够顺利进行
杭州买房 一次性受贿四套商业用房
据罗日辉供述：2011年10月，陈某在杭州市的万科西溪蝶园小区购买了一套会所，罗日辉一同前往。

在杭州西溪蝶园小区，罗日辉为陈某购买的会所交纳了20万元定金，还为108、109、110、111室四套门市房各交纳了5万元定金，陈某劝罗日辉买下这4套门市房，陈某承诺由其帮忙张罗钱。
回长春后，罗日辉让陈某垫付首付款，并安排朋友刘某办理购房手续，陈某同意了。2012年2月，刘某去杭州办理了贷款手续，还贷手续交给了陈某。2013年7月，陈某一次偿还了杭州四套门市房的尾款，三个月后，罗日辉让刘某到杭州办理了这4套门市房的产权。
据罗日辉交代，这4套门市房回租五年，每年60万元租金，其中90万元用于抵顶了房款。
陈某作证时说，罗日辉让其出资为罗购买杭州市西溪蝶园小区门市房，并说如果其他公司拍得土地华川公司借给政府的钱不知什么时候能还上，其只好同意为罗日辉购买该房产。
证据显示：杭州西溪蝶园小区4套门市房产公支出总额为1862.205144万元。法院认定罗日辉非法收受陈某的购房款1563.467494万元以及购房产生租金的违法收入58.73765万元。
纪委函询 欲联合造假隐瞒违法问题
据法院审理查明：罗日辉受贿而来的上述四套房屋权属登记均在其朋友刘某名下，但实为罗日辉个人拥有。
吉林省纪委出具的情况说明证实：2015年初，吉林省纪委陆续接到反映罗日辉涉嫌违纪违法问题线索。2016年6月，纪检部门对罗日辉涉嫌违纪违法问题进行函询，但罗日辉均未如实向组织交代其涉嫌违纪违法问题。
据事后查实：省纪委在对罗日辉函询后，他将这4套门市房的房产证、土地和樊税证交给刘某。
涉案的罗日辉朋友刘某与行贿人陈某证实，他们按照罗日辉要求，伪造1800万元经济往来的假像，以掩盖罗日辉收受购房款的事实。
但经纪检部门对反映的罗日辉有关问题进行初步核实后，发现罗日辉存在收受澜建公司法定代表人冯某、华川公司总经理陈某贿赂问题的线索，并将有关问题线索移交吉林省人民检察院。
经有关部门向冯某、陈某核实，两人均交代了澜建公司、华川公司向罗日辉行贿的事实。2015年8月25日，有关部门对罗日辉采取了两归措施，但在两归初期，罗日辉依旧否认存在违纪违法问题，直至2015年10月12日，罗日辉开始供认以上受贿事实。
150万现金装满几个塑料袋 放进后备箱
经法院审理查明，罗日辉收受澜建公司董事长冯某的270万元是分两次。
冯某证实：2009年，澜建公司承建星海名苑小区棚户区改造工程时，公主岭市纪委是包保单位，因此与罗日辉有了业务上接触。
2010年3、4月份，罗日辉在没有经招投标程序情况下，决定将公主岭纪委廉政教育中心工程交给澜建公司承建。 在全面施工后，公主岭市纪委才陆续补办了招投标手续，澜建公司由此获利。
冯某说：2011年初，罗日辉以其子罗某结婚买房借款为名，向其索要了人民币120万元，被罗日辉用于购买中海国际社区E9栋1702室，而该房是以借用冯某之子的名义办理权属登记，由罗日辉长期居住直至案发。
据罗日辉交代：2013年末，公主岭市纪委给澜建集团拨付350万元工程款，冯某打电话让罗日辉去澜建公司，罗日辉与司机到冯某公司后，冯说“你不是要在北京给孩子买房吗，给你拿150万元”。
罗日辉说：冯某送给他150万元是为感谢他在承揽公主岭市廉政教育中心工程中提供帮助。而他这150万元陆续交给上述其朋友刘某公司经营使用或存到刘某的银行卡里，2015年初刘某将钱还给罗日辉。
冯某随后让工作人员将钱装到车上后，罗日辉和司机离开。
罗日辉司机证实，他与罗日辉来到冯某办公室半个多小时后，由冯某的司机冷万军带他到澜建公司财务室将四五个塑料袋和布兜子放在罗日辉的车后备箱。随后，他与罗日辉将这些塑料袋和布兜送到罗日辉家中。
这些塑料袋和布兜里面装的是成捆的钱，十万元一大捆，上面盖了毛巾，但露出了百元人民币的红边。
被判有期徒刑14年 未上诉已服刑
经长春市中级法院合议庭评议认为：被告人罗日辉身为国家工作人员，利用职务上的便利，非法收受他人财物，为他人谋取利益，其行为已构成受贿罪。公诉机关指控的主要事实及罪名成立，予以确认。
关于追缴罗日辉违法所得，法院认为：罗日辉收受冯国君270万元、收受陈裕福1563.467494万元、使用受贿赃款所购房产租金58.73765万元，以上共计1892.205144万元系罗日辉受贿违法所得，依法应予收缴，上缴国库。罗日辉所购浙江省杭州市西湖区西溪蝶园小区12幢108室、109室、110室、111室房产，系其使用个人财产240万元及受贿所得赃款购买，如该房产因市场价格波动导致实际执行价值在抵扣违法所得并退返罗日辉个人财产后出现溢价，溢价部分应视为罗日辉犯罪所得产生的孳息，依法亦应予以收缴，上缴国库。
据此，法院判决被告人罗日辉犯受贿罪，判处有期徒刑十四年，并处罚金人民币一百万元；缴被告人罗日辉违法所得人民币一千八百九十二万二千零五十一元四角四分上缴国库。
日前，长春市政法系统一位官员向法晚记者证实，罗日辉已开始服刑并未上诉。
