2月28日，记者独家报道了江苏省灌云县住建局人员孙桂军在下乡检查过程中，在酒席上喝成植物人，事发已两年但悬而未决。
3月1日，灌云县委宣传部向记者发来“情况说明”称，因孙桂军家庭内部存在分歧，未能达成调解协议，但对孙桂军的救治一直在正常进行中。
说明称，2015年4月9日下午，灌云县统筹城乡发展办公室工作人员孙桂军（从同兴镇规建所抽调）、刘挺好到圩丰镇检查城乡统筹工作，晚上圩丰镇在镇食堂安排工作餐，后孙桂军提出不在食堂就餐，与任义兵、朱永新、李杰、颜士兵、刘挺好一起到圩丰镇思茹火锅店就餐，酒水由任义兵自带，就餐费用由李杰自付。
席间，孙桂军饮酒期间出现身体不适，一起就餐人员立即将其送医治疗，经县、市、省多家医院治疗，诊断为“缺血缺氧性脑病”，目前一直处于昏迷状态。
灌云县相关部门表示，事发后，本着救人为先的原则，从人道主义出发，圩丰镇通过就餐当事人补偿和社会捐助等方式，筹集了部分资金，垫付孙桂军前期救治费用。
鉴于孙桂军治疗、护理需要大量资金，灌云县社会矛盾纠纷调处中心及时介入调解，所需费用由各方捐助提供，因其家庭内部存在分歧未达成调解协议，但孙桂军的救治一直在正常进行。
针对相关人员的责任追究问题，灌云县官方出具的“情况说明”称，考虑到孙桂军在救治过程中病情具有不确定性，原计划待孙桂军救治结果医疗鉴定出来后，再视情严肃追究相关人员的责任。
鉴于此事在社会上造成了一定的不良影响，目前，灌云县纪委已启动问责程序，将对相关责任人依照党纪党规予以处理。
据记者此前了解，2015年4月9日晚上与孙桂军一起就餐的其余多名公职人员中，时任圩丰镇人大主席的任义兵后被调至县级机关任副科职，降了半级；时任副镇长朱永新也已被调往其他乡镇任职，另几名陪餐人员李杰、颜士兵、刘挺好等人，是否受到党政纪处分尚不得而知。
