等会儿，什么什么资格审核表，是啥东东？
>说通俗点儿吧，咱们先把它称为“健在证明”。从字面上就不难理解，就是证明“我还活着”的证明。
为啥要证明“健在”呢？审核表的名称已经说得很清楚了，为了证明在境外居住的申请人符合领取国内养老金的资格。
其实，侨胞们平时也可以去领馆办理“健在证明”。但是，考虑到申请者多为年长老人，难免行动不便，有的需要家人陪同出行，本着“外交为民”、全心全意为侨胞服务的宗旨，为老人及陪同人员提供便利，驻多伦多总领馆决定在3月4日和18日两个周末专门受理相关申请。

要知道——
驻外使领馆出具的《在境外居住人员领取养老金资格审核表》仅是当事人健在状况的证明。当事人是否具备领取国内养老金资格，由国内养老金发放部门审核决定。使领馆并不直接发放国内养老金。
说直白点儿，使领馆只证明“这人还活着”，并不管发钱。
养老金能不能领，能领多少，怎么领，或是要了解其它相关政策，则需要联系国内各地社会保障部门。
> 资格审核表并不包含对申请人的身份背景调查。
其实，根据法律法规和规范性文件，在境外居住人员领取国内养老金的基本条件是：参加基本养老保险，缴费年限满15年且达到法定退休年龄。
一般情况下，申请人须在国内办妥退休手续，并取得发放养老金的帐户。
另外，根据相关法律，退休人员加入外籍后，可继续享受相关退休待遇。
所以，这事儿跟所谓“老干部”根本扯不上边儿。硬要扯上的，依小侨看，说“误读”都是客气的。

总领馆的朋友说，多伦多的侨胞不少。所以总领馆过去曾深入社区为侨胞办理养老金资格审核相关手续。但从工作秩序等方面来考虑，这次还是选择在馆内开办专场。
小侨随机问了几位侨胞，他们已经表示很方便了。年约七旬的周老先生说，自己老伴腿脚不便，过去在工作日来办“健在证明”，人多排队，费时费力。现在领馆专门开办周末专场，且手续简化，几分钟办妥，确实方便很多。
只身前来为自己办理手续的陈女士说，资格审核表清晰明了，办理流程简单，效率很高。
领馆方面说，今年下半年还会适时再开办专场受理领取养老金资格审核表。
