目前，中国周边的反恐形势如何？3月8日，也就是中国两会期间，观海解局（微信ID：guanhaijieju）记者专访了中国仅有的两名反恐安全专员之一——中国政协委员、原中国外交部副部长程国平。他表示，极端恐怖主义遭受沉重打击后，从中东向其他地区转移、渗透。

西方恐袭频发，此前未有过
去年1月26日，张新枫、程国平首次以国家反恐安全专员的身份出席公开活动。
公开简历显示，张新枫（1952年8月生）是辽宁铁岭人，2005年至2013年间担任中国公安部副部长；程国平（1952年5月生）是河北人，长期在外交系统工作，2011年担任中国外交部副部长。

观海解局：当前，我们国家周边的反恐形势如何？
程国平：中国周边的反恐形势整体上是可控的，但形势和走势是趋于严峻复杂的。这和国际反恐形势大背景有着直接的关系。
去年以来，叙利亚和伊拉克反恐斗争形势趋于好转。尤其是俄罗斯军事介入叙利亚问题以后，恐怖组织在叙利亚遭受沉重打击，伊拉克政府的军事力量也在积极打击极端主义和恐怖组织。

观海解局：近期以来，暴恐活动有哪些新的变化？
程国平：在极端恐怖主义组织遭受沉重打击之下，他们活动的特点出现了新变化，出现了一些新的分化、聚合，并向其他地区转移、渗透，进行重新聚合。
极端主义恐怖组织从中东经过东南亚，向中亚，特别是向阿富汗地区转移。所以，今年以来在阿富汗，包括其同巴基斯坦的边境地区，频频发生针对平民和公职人员的大规模恐怖事件，造成大量人员的伤亡，我想这是一个新特点。
另外，针对欧洲等西方发达国家的暴恐事件频频发生，这些都是过去从来没有过的。
披露上月访问巴基斯坦成果
今年2月3日，我中国外交部举行了节后首场例行发布会。新闻发言人陆慷证实，应巴基斯坦外交国务部长法塔米邀请，中国国家反恐安全专员程国平先生将于近期访问巴基斯坦，与巴方相关部门就加强中巴两国反恐安全合作交换意见。
观海解局：您上月访问了巴基斯坦，取得了哪些成绩？
程国平：上月我率领有关部门组成的代表团访问了巴基斯坦，同巴方有关部门的领导进行了磋商。双方探讨在中巴现有安全合作机制基础上，就如何进一步加强安全合作深入交换了意见，并达成了新的共识。
为保障中巴经济走廊建设安全，中巴需要更加完善的安全合作网络，我们就此深入交换了意见。
观海解局：中巴双方怎么在反恐方面合作？
程国平：中国和有关国家在反恐方面的合作，首先是加强情报信息方面的沟通，建立了情报交流的信息合作机制。
在双边层面，我们同有关国家建立了对口合作机制。在多边领域，比如在“上合组织”框架内，加强成员国之间的反恐合作。
观海解局：除了巴基斯坦，我们还与哪些国家建立了安全合作机制？
程国平：一共有几十个国家。具体来讲，我们同周边的14个邻国全都建立了对口安全合作机制，同阿拉伯的一些重要国家也建立了安全合作机制，还有同美国也有反恐磋商机制。前不久，媒体也报道了中国和美国之间新建立了网络安全合作机制。
也就是说，在安全合作方面，我们同世界各国均持开放态度，我们积极同世界有关国家探讨和谋求建立安全合作机制。在反恐问题上，没有任何一国能够独善其身，需要加强国际合作，这一点是毫无疑问的。
未来反恐仍需加强国际合作
纵观程国平的履历，可以发现，他在中国外交部长期负责欧亚地区事务。
在近30年的外交官生涯中，他三次外派至欧亚地区。第一次是1993年起任驻俄罗斯联邦大使馆一秘；第二次外驻长达十年，从1997年起先后任驻格鲁吉亚大使馆参赞、驻哈巴罗夫斯克总领事、驻俄罗斯联邦大使馆公使；第三次是任驻哈萨克斯坦特命全权大使。
2011年升任中国外交部副部长后，他主管的还是欧亚地区、涉外安全和外事管理事务。
观海解局：您之前常驻俄罗斯，您觉得俄罗斯的反恐经验对我们国家有什么借鉴意义？
程国平：各国结合自己的国情，都有各自的反恐经验。就拿俄罗斯来讲，在反恐斗争方面，他们积累了丰富的经验。
比如在情报信息方面，俄罗斯有比较完善的网络情报信息体系，并同一些阿拉伯国家建立了情报信息交流机制。
另外，俄罗斯的反恐力量和实战经验都是非常丰富的，俄反恐特种部队是打出来的，是在实战当中锻炼出来的。我觉得这方面我们应该多和俄罗斯进行交流。
观海解局：如何看待未来的国际反恐走向？
程国平：反恐是各国政府都面临的一项严峻任务，联合国也把反恐斗争作为其主要任务之一。新任联合国秘书长古特雷斯在就职以后，就提出了要增设主管反恐事务的副秘书长，可见联合国也高度重视反恐斗争。
这就需要各国之间加强协调，加强国际反恐合作。对于我们国家来讲，反恐是我们维护国家安全的第一要务。
