17日，海关总署组织指挥专项整治“洋垃圾”联合行动（蓝天行动）的第二战役，组织指挥天津、大连、上海、南京、杭州、宁波、青岛、武汉、厦门、广州、汕头、黄埔12个直属海关缉私部门，出动警力785人，分成70个行动小组，在天津、辽宁、上海、江苏、浙江、山东、湖北、福建、广东等9个省（市）同步开展打击“洋垃圾”走私集中收网行动，抓捕犯罪嫌疑人，搜查涉案公司，查缉涉嫌走私进境的废物存放场所和加工窝点。这次行动重点打击对象为涉嫌利用他人许可证走私固体废物违法犯罪行为。
据悉，这是继2月24日第一轮专项打击之后，海关总署进一步深化打击“洋垃圾”走私违法活动的又一次大规模专项行动。截至当天上午11时，行动共已抓获犯罪嫌疑人70名，一举打掉涉嫌走私“洋垃圾”犯罪团伙17个，初步查证涉嫌走私进境的废塑料、废电子产品等各类固体废物共2.8万吨。经查，犯罪团伙通过倒卖许可证，将国家限制进口的可用作原料的废塑料等转卖给其他企业非法牟利，部分企业因缺乏必要的环保处理设施，在加工过程中易对当地环境造成污染。
