2017年1月13日，江苏省泰州市中级法院对无锡市原副市长、无锡新区原党工委副书记、管委会主任嵇克俭案作出一审判决。
嵇克俭犯有受贿罪、滥用职权罪，被法院判处有期徒刑十年六个月，处罚金人民币五十万元。
近日，澎湃新闻记者从中国裁判文书网公布的法院刑事判决书上看到，曾任无锡新区管委会主任的嵇克俭与自己的搭档——时任无锡市委常委、无锡新区党工委书记的许刚在贪腐手法上有许多共性的一面。
比如，作为无锡新区的主要领导，两人擅自批准辖区内的多个部门发放专项奖励，也以“奖金”等名义收受下属单位送来的贿赂。
据泰州市中院判决书，嵇克俭擅自签批新区有关部门申请，同意发放416万多元专项奖励。其中，每一笔奖金，下属单位都给其“捎”了一份，他共领了18余万元。法院认为，这已构成了滥用职权。
此外，嵇克俭还向下辖企业“伸手”，不仅收受企业“进贡”的各种高档商场购物卡、名表、金条，甚至还主动向企业索贿了一辆宝马轿车。
滥发奖金400多万，自领18余万
检察机关指控，2012年9月至2013年12月间，嵇克俭在担任无锡新区管委会主任期间，违反规定，擅自签批新区有关部门申请，同意在薪酬体系之外发放416.5万元专项奖励，其中自己领取了18.4万元。
澎湃新闻记者注意到，有6个单位分9次向向嵇克俭请示发放奖金，被其“爽快”批准，并从中拿钱。这些部门均是实权部门，如无锡新区劳动人事局、财政局、安委会办公室、综合保税区管理局、经济发展局等。
经法院查实，无锡新区劳动人事局、劳动保障中心在2012年12月、2013年12月，分别向嵇克俭请示，发放50万劳动保障考核达标奖，均被批准，嵇克俭各领取了1.2万元。
无锡新区安委会办公室于2013年1月、2013年11月、2013年12月，也分别向嵇克俭打报告，请求发放20万元安全生产特别奖、20万元海力士救灾复产工作特别嘉奖、20万元安全生产特别嘉奖，也均被应允。嵇也因此分得“好处”，分别拿了2万元、1万元、1.5万元。
2013年11月底，无锡高新区管委会尚德重整工作领导小组也不甘清苦，提请发放50万元工作奖励，嵇也同意了。没有嵇的批准，奖金发放就得“卡壳”，所以下属单位研究具体发放方案时，给嵇发了个3万元的“红包”。
判决书显示，在嵇批准发放上述奖金之前，2012年8月无锡市委办公室和无锡市政府办公室联合下发了《关于进一步做好全市行政事业单位规范津贴补贴工作有关问题的通知》（简称“82号文”）等规范性文件。
文件要求，各地区、各部门对少数作出突出贡献的行政事业单位在编在职人员进行奖励的，应按规定程序报批，提交市委常委会、市政府常委会审议，或由市委、市政府主要领导批准后方可实施。
相关证人证言及书证传阅单证实，“82号文”发文对象包括无锡新区，无锡新区应按要求履行发放专项奖励的审批手续。
法院认为，嵇克俭明知上述规定，仍然未经审批擅自同意下属单位、部门发放专项奖励，系不正当行使职权、超越职权的行为，具有滥用职权的主观故意。至案发，造成国家损失415.75万元，构成滥用职权罪，且情节特别严重。
两老板行贿败露，嵇曾索贿宝马车
除了滥发奖金，嵇克俭还“边腐边升”：在职务的晋升途中，一路捞钱。
案发后，江苏省纪委从嵇克俭家扣押涉案的无锡商业大厦东方卡5张等物，嵇的亲属代为退出217万元。
泰州中院查明，2002年至2014年，嵇克俭利用担任江阴市委副书记、江阴经技开发区管委会主任、无锡新区管委会主任、无锡市副市长等职务上的便利，在项目投资、贷款担保、经营场所改造、资金拨付等方面为有关单位和个人谋取利益，非法收受、索取他人财物共计折合人民币371万余元。
不过，嵇克俭还挺会“演戏”。在大肆收受他人的财务的同时，还不忘把其中一部分钱款退还。比如，2008年春季前、2010年至2013年每年春节后，嵇克俭主动向单位纪检部门退回钱款共计20万元。
他人送上门的“礼物”，嵇每每笑纳，自不必言。不成想，他居然还主动伸手上向企业老板索贿。
时间回到2005年，当时的他还在江阴当市委副书记兼江阴经济技术开发区管委会主任。
嵇供述称，当年8月左右，他向辖区的一家企业董事长孙某提出，借辆普桑之类的车子给妻子徐某“练练手”，时间不长。孙某回复说，其家里有辆宝马放在大连不怎么用。当年国庆节前，可把车及相关手续、钥匙交给他。
车子用了一年左右，嵇觉得还不错。到了年检期，考虑到年检不方便，他就跟孙某提出来将车过户，并请人把车开到大连办理了过户手续。
考虑到宝马比较显眼，嵇克俭决定将车过户到小姨子名下。过户评估价20万左右，但嵇没有向孙某支付任何费用。嵇称，因为他认为，孙某把车开过来给他用，实际上就是想把这辆车送给他，而过户只是解决使用方便的问题，因此过户时，他没有必要支付费用。
孙某称，嵇没有提给多少钱，他也不好意思开口要。当时嵇克俭是江阴市委副书记、江阴经济开发区的管委会主任，其企业在开发区范围内，有必要跟当地的领导干部处好关系。
对于上述行为，嵇辩称，自己推测孙某有行贿的故意。法院认为，嵇有索贿的故意和行为，嵇的辩护意见属主观臆断，无事实依据，故未予采信。
履新便“收贡”，返乡也不忘“笑纳”
自2006年1月，嵇克俭从江阴调任无锡新区任党工委副书记、管委会主任，至2014年11月落马，嵇没有停止过捞钱。就连他刚履新无锡新区的当月，在无锡太湖花园度假村的宿舍，他还接受了一回企业老板6万元的过年“进贡”。
澎湃新闻注意到，在行贿名单中，知名企业江苏三房巷集团有限公司赫然在列。判决书显示，2002年至2013年间，嵇先后14次收受该公司董事长卞某所送的人民币50万元、美元5000元，合计人民币53余万元。
卞某称，送钱主要是因为嵇在江阴任职期间挂钩联系三房巷集团公司，对公司比较关心，多次帮忙跑PTA项目。而嵇克俭到无锡新区任职后，三房巷公司在无锡新区参股三个项目，在嵇克俭的关心下享受了新区投资的优惠政策，降低了投资风险。
在与包括三房巷公司在内的企业打交道时，嵇显得颇为“义气”。他会热心为多个公司介绍、推荐投资项目，有时甚至还亲自带企业实地考察，拿到好项目的企业老板，事后惦记着嵇克俭的关照，总是要表示心意。
在表示心意时，有些企业老板特别注意察言观色。一次嵇克俭到常熟老家出差期间，因嵇克俭称“打牌输得多”，同行的某石化科技公司董事长张某反应迅速，当即就送给了嵇克俭10万港元。
无锡新区落马官员众生相
根据澎湃新闻此前报道，2014年至2015年，无锡新区先后有多名高管相继落马。
无锡新区（高新区）是无锡市的新兴高科技产业的聚集地，也是无锡市“重要的经济增长极”。
公开资料显示，无锡新区，作为无锡市委市政府的派出机构，其行政管理体制和运行模式具有相对独立性。
中国法学会职务犯罪侦查与预防理事会、高级检察官饶力明接受《半月谈》采访时曾表示，一方面，开发区党政官员的级别要高于其他行政区域，有的开发区享受的经济审批权甚至与所在城市是平级；另一方面，开发区普遍机构精简，办事高效，讲究特事特办，有事甚至会“倒着办”。
在这种情况下，旧的规矩被打破，新的规矩又建立不起来，极易发生腐败现象。
2014年10月30日，无锡市人大常委会新区委员会副主任刘明邦被查，拉开了无锡新区官场地震的序幕。
澎湃新闻记者获取的相关判决书显示，刘明邦于2007年春节前至2014年春节期间，利用担任无锡市新区组织部部长的职务便利，为他人在职级晋升、岗位调整及企业经营、工程承揽等方面谋取利益，先后68次收受18人贿赂的财物，受贿金额共计139余万元。法院判决刘明邦犯受贿罪，处10年六个月，并处没收财产人民币20万元。
在刘明邦被带走的十几天后，当年11月11日，嵇克俭因严重违纪违法被调查。
判决书显示，嵇克俭归案后曾检举他人与某企业主关系密切，可能存在权钱交易，经查证属实。
在嵇克俭落马两个月后，无锡新区的“一把手”许刚也应声倒下。2015年1月23日，无锡市委常委、无锡新区党工委书记许刚被调查。
2015年3月，无锡新区又倒下一高管，新区管委会副主任吴为兵，因涉嫌受贿罪，被无锡市检察院立案侦查并采取强制措施。
嵇克俭的刑事判决书，也曝光了许刚这个昔日工作搭档落马的部分细节。
根据公开报道，许刚被控涉嫌滥用职权罪，其在担任无锡市委常委、无锡新区党工委书记期间，明知发放各类专项奖励须严格控制发放范围，履行向上级党委、政府报批手续，仍违反规定，擅自签批新区有关部门申请，同意在薪酬体系之外发放专项奖励，造成国家财产损失。该项指控与嵇克俭高度吻合。
