　　新京报快讯 （记者李玉坤）3月20日，中国社会科学院法学研究所发布中国政府透明度指数报告（2016），报告对49个较大的市和100个县级政府的透明度进行了评估。评估发现，县级政府网站建设相对滞后，政务公开水平有待提升。

　　六成县级政府得分低于60分

　　评估对象的100家县级政府为国家预防腐败局办公室、中国政务公开领导小组办公室2012年1月4日发布的《关于公布依托电子政务平台加强县级政府政务公开和政务服务试点单位的通知》确定的100家试点单位，评估内容包括政府信息公开平台、规范性文件、行政审批信息、行政处罚信息、社会救助信息、教育信息、政府信息公开工作年度报告、依申请公开等8个部分。

　　评估显示，县级政府的公开情况与较大的市的政府相比，总体仍有不少差距。市级政府最高分为厦门市88.15分，县级政府最高分为上海市浦东新区82.60分；市级政府最低分为拉萨40.71分，县级政府最低分为西藏朗县12.75分；市级政府低于60分的有4家，占比8%，县级政府低于60分的，有63家，占比63%。

　　法治蓝皮书指出，不少县级政府及其部门的网站建设水平不高，影响到公开质量。多数县级政府网站设置游动浮标，且部分政府网站的游动浮标不可关闭，存在强制阅读之嫌。个别政府部门网站建设水平较差，有的网站只是一张图片。

　　政府信息公开年度报告重复率超90%

　　报告指出，2016年部分重点领域的信息公开日益精细化、规范。各地政府普遍着力加强权力清单、环境保护、棚户区改造、社会救助、教育等重点领域信息公开，公开情况普遍较好。

　　社科院法学所国情调研室主任、该报告执笔人吕艳滨告诉记者，北京市梳理并发布了重点领域政务公开三级清单，列出市、区、街镇三级959条目录信息4909项内容标准，让每一级政府知道该公开什么，如何公开，这是巨大的创新。“以前我们政府部门政务公开最大问题是连工作人员都不知道我有什么信息，我该公开什么。通过清单制，明确了公开的内容。”

　　吕艳滨也指出了地方政府在进行政务公开时普遍存在的问题。

　　他指出，超四成较大的市政府门户网站未设置无障碍浏览功能。“我们采取了比较宽松的标准，如果让盲人朋友去评估，可能比这个结果还难看。”他说。

　　他还指出，政府信息公开工作年度报告重复率超90%。

　　吕艳滨说，按照规定，行政机关应当于每年的3月31日前发布上年度政府信息公开工作年度报告。“我们发现，年度报告重复率超90%，什么概念？自己抄自己的，或者抄其他部门的，甚至跨区域抄其他部门的。”

　　“政府信息一定要强调公众本位，老百姓能不能得到信息，能不能听得懂看得懂，有没有获得感，这是最关键的。”吕艳滨说。
